    THE POSITION

    Please Note: a candidate must successfully pass a thorough background investigation, including a criminal history check for job-related convictions, fingerprinting, polygraph test, psychological test, credit check, and a drug use history to be considered for this position.

    Under executive direction, the Deputy Police Chief assists in performing administrative duties in planning, organizing, and directing the activities of the Police Department; develops and implements goals and objectives, and evaluates programs and activities; designs and implements crime prevention and law enforcement strategies; establishes and maintains community relationships and other key organizational programs.

    DISTINGUISHING CHARACTERISTICS

    This is a management-level classification populated with multiple incumbents. The Deputy Police Chief assists in the management of the department and is responsible for the effective administration of one of the four Offices of the Police Department consisting of sworn police officers and technical professional staff. Deputy Police Chief is distinguished from the next lower classification of Police Captain in that the Deputy Police Chief may serve as Acting Police Chief and assumes administrative control of one of the four Offices of the Police Department. Deputy Police Chief is distinguished from the next higher classification of Police Chief in that the latter is responsible for the overall administration and management of the Police Department.

    SUPERVISION RECEIVED AND EXERCISED

    Executive direction is provided by the Police Chief. Responsibilities include direct supervision of sworn Officers, Sergeants, Lieutenants, and Captains as well as management, supervisory, professional, technical, and support positions.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Provides executive leadership to and assumes administrative control of all persons employed within an assigned Office; directs the preparation of a variety of records and reports; reviews and evaluates reports submitted by subordinate personnel; identifies and resolves difficult public and human relations problems; in the absence of the Police Chief, assumes an acting role.
    • Develops and implements departmental goals, objectives, policies, and procedures for an assigned Office; assists in developing the departmental budget and provides administrative guidance for the control of budget expenditures; reviews and directs the department’s fiscal, equipment, and human resources.
    • Supports the development and implementation of an organizational philosophy that emphasizes community-based policing, in which collaborative problem solving with citizens and other stakeholders is valued.
    • Designs, coordinates, and implements community organization and mobilization efforts to achieve the department's mission, goals, and objectives; acts as a representative for the Police Department at meetings, conferences, and other public functions.
    • Evaluates and modifies, as required, programs, activities, policies, procedures, rules, orders, and regulations to ensure compliance with the City's and department's mission, goals, objectives, and general law.
    • Maintains contact with members of the community and local businesses; oversees the performance of assigned personnel to ensure the department’s goal of maintaining direct and effective contact with community stakeholders.
    • Develops and implements contemporary technical and administrative methods of crime prevention, juvenile justice, law enforcement, and related functions, including investigations, patrol, public safety, and community-oriented policing.
    • Assists in the evaluation process of potential candidates for the ranks of Sergeant, Lieutenant, and Captain; interviews candidates and makes recommendations to the Police Chief.
    • Directs and evaluates the work of sworn Officers, Sergeants, Lieutenants, and Captains as well as management, supervisory, professional, technical, and support positions; reviews investigations of officer and/or staff misconduct within assigned Office and the included divisions and provides recommendations on disciplinary action to the Police Chief.
    • The Deputy Chief of Operations is assigned departmental executive management responsibilities for the Police Chief.
    • Performs other related duties as assigned.


    QUALIFICATIONS

    Knowledge of:
    • Contemporary principles, practices, and techniques of police administration, organization, leadership, and operations.
    • Federal, State, and local laws, ordinances, and regulations affecting the activities of the department.
    • Criminal law, laws of arrest, search and seizure, and rules of evidence, with particular reference to the apprehension, arrest, and prosecution of persons committing misdemeanors and felonies.
    • Contemporary technical and administrative methods of crime prevention, juvenile justice, law enforcement, and related functions, including investigations, patrol, public safety, and community-oriented policing.
    • Principles of supervision, organizational management, and personnel development.
    • Contemporary technology and its application in law enforcement, including various types of firearms, communication devices/systems, criminal justice information systems, body-worn and in-car camera systems, unmanned aerial systems, less-lethal weapons, and vehicles.

    Skill in:
    • Use of computers, related computer applications, and software.

    Ability to:
    • Analyze sensitive and complex law enforcement problems and adopt quick, effective, and reasonable courses of action.
    • Develop, implement, and monitor budgets for the assigned Office and the included divisions.
    • Plan, organize, direct, monitor, and evaluate the work of sworn and technical professional staff within the assigned Office and the included divisions.
    • Prepare clear, concise, and comprehensive reports and speak effectively before department staff, civic organizations, commissions, elected officials, and the public.
    • Develop and implement goals and strategies for the assigned Office and the included divisions, including determining the necessary staff, technology, and equipment.
    • Develop and implement contemporary technical and administrative methods of crime prevention, juvenile justice, law enforcement, and related functions, including investigations, patrol, public safety, and community-oriented policing.
    • Design and implement community engagement and mobilization efforts that facilitate achievement of the department's mission, goals, and objectives.
    • Identify and resolve difficult public and human relations problems.
    • Establish and maintain cooperative and effective working relationships with the public, businesses and business organizations, community stakeholders, governmental officials, City departments, employees, and representatives of the media.

    EXPERIENCE AND EDUCATION

    Experience:

    Seven years of increasingly responsible managerial and administrative experience as a sworn law enforcement manager, including a minimum of five years at a level of Lieutenant or higher.

    Education:

    Possession of a bachelor's degree from an accredited college or university. A master’s degree is preferred but not required.

    Specialized Training:

    Completion of one or more approved police management training courses is preferred but not required. Approved examples include those offered by California Command College, FBI National Academy, POST Executive Development, Senior Management Institute for Police, and/or PERF Executive Leadership Institute.

    PROOF OF EDUCATION

    Proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment . Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.
    SPECIAL QUALIFICATIONS

    Driver License:

    Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

    Certification:

    Must obtain appropriate POST Certificate within POST designated timeframes.

    PHYSICAL REQUIREMENTS

    Respiratory Protective Equipment: Work in this class may require wearing respiratory protective equipment. When assigned to such work, facial hair must be shaven, when it interferes with the safe fitting of respiratory protective equipment.

    The City of Sacramento, Sacramento County, California, was founded in 1849, and is the oldest incorporated city in California. In 1920, Sacramento City voters adopted a City Charter (municipal constitution) and a City Council-City Manager form of government, which are still used today.

    The City Council consists of a Mayor elected by all City voters, and Councilmembers elected to represent the eight separate Council districts in the City. This Charter Amendment also established the Mayor's position as a full-time job.
