Under general supervision, performs routine and very specialized clerical and manual work in receiving and maintaining custody of evidence, contraband, found and recovered property, fixed assets and consumable products; equipping police personnel and vehicles with necessary safety equipment; and arranging for the repair of vehicles, equipment and facilities.
Essential Functions Include But Are Not Limited To - Maintains strict security control of all incoming evidence and property acquired by the Police Department.
- Maintains the detailed records of and may testify in court as to the integrity of the chain of possession of evidence held in custody. Receives, releases, and transports evidence/property to department personnel, courts, and laboratories in accordance with established policies and legal requirements.
- Conducts periodic disposals of weapons, contraband, and narcotics, as ordered by the court, as well as periodically releases unclaimed property to the auctioneer.
- Checks authorization and identification and releases found or recovered property to owners. Receives, checks, records, stores, delivers and issues goods, supplies, forms and equipment.
- Checks quantity and quality of all goods for conformance to purchase orders and requisitions. Maintains, enters, modifies, tracks and retrieves information and data using spreadsheets and/or customized database applications.
- Lifts and moves heavy and bulky items while performing warehousing duties on a regular basis. Operates light and heavy equipment such as trucks, forklifts, and dollies to transport and receive orders and supplies from Central Stores and various vendors and delivers to the Police Department.
- Assists with inventory, ordering, processing and distributing departmental supplies. Assists with issuing vouchers for uniform and uniform related accessories to members of the Police Department.
- Arranges for the maintenance, repair or replacement of all safety equipment assigned to police vehicles and issued to police officers.
- Moves, sets up and rearranges furniture throughout the Police Department facility.
- Develops and maintains procedures and records for the operation and control of the departmental storekeeping function, including the requisitioning, receipt, storage, issuance, and accounting of a wide range of consumable items and other materials and equipment.
- Coordinates the maintenance and repair of Police Department vehicles and drives vehicles to and from repair facilities.
- Coordinates the issuance of building maintenance work orders and conducts periodic facility inspection reports while working with the contracted janitorial staff.
- Receives, maintains and disseminates body worn camera equipment and evidence.
- Prepares reports and copies evidentiary videos as needed.
- Performs other functions as assigned.
Minimum QualificationsTwo years of experience involving the receipt, storage, issuance and accounting for materials, supplies and equipment, and considerable experience in the receipt, processing and custody of evidence or secret materials, or any equivalent combination of education and experience which provides the knowledge, skills and abilities listed below.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: the rules of evidence pertaining to the custody and handling of varied forms of police evidence, including chain of possession of records; stockroom, warehouse and general office procedures including inventory. Record keeping methods and procedures, filing systems, shipping and receiving packages; personal computers; customer service practices.
Ability to: organize and locate evidence and property items as instructed; keep complete and accurate records of items received, stored and issued; operate a personal computer; interpret and apply written and oral instructions of a detailed nature; prepare reports; communicate effectively, both orally and in writing; make arithmetic computations accurately; lift and move objects of moderate to heavy weight; perform routine cleaning and maintenance work; maintain effective working relationships with other employees and the public; maintain a calm and professional demeanor at all times; display professional customer service with discretion, patience, and professionalism in-person and over the phone; drive various types of vehicles; able to lift or move up to 50 pounds.
SPECIAL REQUIREMENTS Possession and retention of a valid California Class C Driver's license. Ability to work all shifts including nights, holidays and weekends, which may rotate on a six-month basis. Must pass a police background investigation and a polygraph (see "Note" below regarding current PD employees). May use Personal Protective Equipment (PPE) for certain assignments. Will be required to submit annual financial statements as a condition of employment.

1. WRITTEN EXAM: (weight of 25%) may include questions on English usage, arithmetic, safety procedures, software applications, logic and reasoning, inventory procedures and interpersonal relations. Candidates need a passing score in this examination in order to continue in the selection process.
2. ORAL INTERVIEW EXAMINATION: (weight of 75%) will evaluate experience, training and personal qualifications for the position. Candidates need a score of 70% or higher to pass this examination.
Note: Following the completion of the aforementioned civil service recruitment process, the Police Department will receive the names of candidates eligible for hiring consideration and will contact candidates directly to schedule selection interviews with the Administration Bureau Commander or designee. Prior to selection, candidates must pass a background investigation and a polygraph (current full-time Santa Ana Police Dept. employees may be exempt, part-time Santa Ana Police Department employees may need to have an updated background check).
