    THE POSITION
    The Ventura County Fire Department is seeking a Senior Accounting Technician in the Business Services Bureau located in Thousand Oaks, CA. This is the advanced journey level in the Accounting Technician series. The position at this level performs the complex accounts receivables duties and responsibilities in the maintenance and processing of f inancial records and data entry/retrieval in manual and automated systems while exercising a significant level of independent judgment in the performance of their duties. Work assigned to this advanced level requires a specialized technical or functional expertise beyond the journey level, requiring a higher level of analysis and evaluation such as more complex entry/retrieval of data and/or information into manual or technology systems.

    The successful candidate will have considerable accounts receivable experience including possession of strong organizational, customer service, and communication skills; be able to exercise attention to detail; exercise confidentiality; and be able to respond and adapt to spontaneous requests. The ideal candidate w ill have experience with Ventura County's financial management system and the desire to work in a dynamic, fast-paced environment.

    EDUCATIONAL/BILINGUAL INCENTIVES: Some positions may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    AGENCY/DEPARTMENT: Fire Protection District - Business Services Bureau - Accounts Receivable

    Senior Accounting Technician is represented by the Service Employees' International Union (SEIU) and eligible for overtime compensation.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this classification throughout the County. There is currently one (1) Regular, full-time position within the Fire Business Services Bureau .

    TENTATIVE SCHEDULE

    OPENING DATE: March 11, 2025

    CLOSING DATE: March 25, 2025

    ONLINE WRITTEN EXAM: Week of March 31, 2025

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Confers with management and operational staff on policy matters related to contract billing, incident billing, and disaster invoicing;
    • Assists in the interpretation of a variety of policies, procedures, regulations, contracts and agreements to determine if claims are in line with contract provisions;
    • Sorts, batches and files financial, statistical, or fiscal data/records from multiple fire specific databases;
    • Logs and codes data according to prescribed accounting procedures; retrieves documents from files and sets up new files as requested;
    • May balance the subsidiary ledger totals to the Auditor-Controller's financial status reports; prepare periodic detail and summary reports on account status as requested;
    • May assist in receipt, review, and verification of transaction documents for authorization of fund transfers, expenditures, accuracy of amounts and accounts charged, and conformance to rules and procedures;
    • Edits daily operational reports for discrepancies or rejects; prepares adjustment entries to reconcile with the master control accounts;
    • May be crossed trained in all aspects of payroll, payroll reporting, labor cost allocations and payroll trend analysis;
    • Performs related duties as assigned.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE: Any combination of education and experience which would provide the required knowledge, skills and abilities (KSAs).

    An example of the education and/or experience which would provide the required knowledge, skills, and abilities may be demonstrated by:

    • Three (3) years of progressively responsible accounting or full-charge bookkeeping experience with responsibility for the maintenance of books through trial balance ; OR
    • Two (2) years experience as an Accounting Technician for the County of Ventura.

    Education/Experience Substitution:
    Six (6) semester units of college-level accounting coursework may be substituted for up to one (1) year of the required experience.

    DESIRED:
    • Experience with Ventura County Financial Management System (VCFMS).

    NECESSARY SPECIAL REQUIREMENT:
    • Experience with using Microsoft Excel and Word;
    • Experience with using a 10-key adding machine/calculator;
    • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
    KNOWLEDGE, SKILLS, AND ABILITIES:

    Some to considerable knowledge of :
    • Knowledge of standard computer operating systems, software, and Internet browser technology;
    Skill in:
    • Perform arithmetic calculations based on specific procedures and using a 10-key adding machine/calculator;
    • The use of Microsoft Excel and Word to prepare spreadsheets, letters, memos, and other documentation related to processes and procedures;
    • Organization and prioritization of tasks and time management.
    Ability to :
    • P rocessing of accounts receivable including analyzing, reconciling, and problem solving to research and resolve issues;
    • Perform accounting duties requiring independent judgment and initiative under stress of strict deadlines;
    • P rovide good customer service to internal and external stakeholders and communicate with all levels of the organization;
    • Use a financial system such as VCFMS to perform and complete tasks.
    • Quickly learn new software applications specific to fire operations .

    WRITTEN EXAMINATION - 100%: An unproctored, internet-based job-related written examination will be conducted to evaluate participating candidates’ knowledge of accounting knowledge, accounting math, and computer knowledge. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
