We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance abuse. The Department of Consumer and Business Affairs' Community and Consumer Assistance Bureau, Consumer and Community Engagement Division, is seeking qualified candidates to fill emergency Community Center Specialist I vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet all the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Community Center Specialist I. Essential Job FunctionsDUTIES AND RESPONSIBILITIES: ESSENTIAL DUTIES: - Participates in the development, coordination and evaluation of in-house services and community-based projects.
- Assists with developing service plans and provides information, referrals and ongoing counseling services in multi-problem cases requiring the resolution of inter-personal, health and financial problems.
- Provides consultative services to community-based organizations and apprises these groups of center activities, County resources and other entitlements.
- Coordinates the delivery of selected services by center staff and public and private agencies and clarifies agency policies, regulations and procedures.
- Assists clients in crisis situations in obtaining temporary subsistence, such as food and shelter, and contacts local government offices to assist clients in securing financial aid, food stamps, Medi-Cal cards and Medicare services.
- Contacts creditors, law enforcement agencies, employees, and other public or private institutions on behalf of clients to reconcile differences and facilitate the delivery of services.
- Solicits community support and identifies local resources to facilitate referrals, job placement and emergency assistance.
- Assists in the collection and reporting of statistical data relating to center activities and client information.
RequirementsMINIMUM REQUIREMENTS:TRAINING AND EXPERIENCE:Three years of experience in providing diversified human services to community members in activities related to community welfare, juvenile delinquency, or health services, one year of which must have been performing the duties of a Community Worker* or its equivalent or higher -OR- Completion of two years in an accredited college** with specialization in the social sciences and two years of the required experience -OR- Graduation from an accredited college with specialization in the social sciences and one year of the required experience.

PHYSICAL CLASS:
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENTS INFORMATION:*Example duties of a Community Worker may include, but are not limited to: facilitating relations between the agency and the community by communicating agency policies and programs to clients, patients, family members, and community residents; conveying community cultural patterns and attitudes to agency professional staff; serving as an advocate for access to departmental and community resources; assisting clients in obtaining and completing application forms for benefits and services; and providing emergency services to clients by making referrals to appropriate supportive agencies and arranging for emergency shelter.
