    POSITION OVERVIEW
    This position coordinates and oversees citywide compliance of the City of Austin’s Municipal Separate Storm Sewer System(MS4) permit, granted by the Texas Commission on Environmental Quality ( TCEQ ) under the Texas Pollutant Discharge Elimination System ( TPDES ) program. This position establishes relationships and provides technical assistance to multiple City departments to ensure adherence to the stormwater management and non-point source regulation requirements. In addition, this position represents the City of Austin before the State of Texas and Federal regulating agencies when negotiating appropriate Best Management Practices (BMPs) to comply with City’s regulatory obligations. This position coordinates numerous municipal activities which collectively help prevent and control pollution from the City’s storm drain system from discharging into creeks, lakes, and aquifers.

    DUTIES , FUNCTIONS AND RESPONSIBILITIES SPECIFIC TO THIS POSITION
    • Administration of the City of Austin’s TPDES MS4 Stormwater Permit; including interdepartmental coordination to develop the Stormwater Management Program, monitoring compliance of the permit obligations.
    • Compilation of City departments BMP’s reports, creation, and submittal of required MS4 annual report.
    • Provision of expert technical assistance to internal and external entities related to the TPDES Multi-Sector and Construction general permits.
    • Coordination and facilitation of job-relevant training sessions for internal and external entities related to the TPDES permit program requirements.
    • Oversight of other Department’s inspection and maintenance requirements related to the MS4 permit compliance.
    • Guidance and expert support to City Departments in identification of appropriate BMPs to meet MS4 Permit requirements and verification of departmental compliance of these BMPs.
    • Support the Watershed Protection Department’s water quality and resource protection goals through the development of specialized maintenance plans with internal customers and other intergovernmental agencies (Memoranda of Understanding or Interlocal Agreements).
    • Assist in the evaluation of business practices, budget, and performance measures for both short and long-range planning purposes.
    • Conduct field assessments of asset or site conditions and collect samples as necessary to comply with local, state, or federal requirements.

    Pay Range
    $32.23 | $40.29
    Hours
    40 hours per week, Monday - Friday with the ability for a 60% telework schedule per week after initial training period. Exceptions may apply subject to the business needs of the department.

    May require working outside of normal business hours, including emergency events, evenings, weekends, and holidays as dictated by business needs.

    Preferred Experience:
    • Direct experience administering or complying with the State of Texas’ TPDES / MS4 permitting process or other similar state or federal permitting programs.
    • Direct experience in negotiating TPDES /MS4 permit compliance requirements on behalf of a municipality or other regulated public entity or as representative of the Texas Commission of Environmental Quality or the Environmental Protection Agency.
    • Direct experience creating and maintaining records for compliance related programs from multiple departments, agencies, or working groups.
    • Experience with field investigation, monitoring, and assessment of maintenance or industrial facilities, construction sites, waterways, and/or stormwater management controls for regulatory compliance.
    • Knowledge of disparate impacts of waterway pollution to communities.
    • Ability to travel to more than one work location.
    Duties, Functions and Responsibilities

    Serve as coordinator or liaison for interdepartmental and interagency issues and projects Communicate project and program information to internal and external customers Assist in management or resolution of interdepartmental and interagency conflicts Facilitate closure of litigated cases Negotiate permit and/or plan revisions with project engineers and contractors Develop/establish service agreements with other programs, departments and agencies Develop and manage contracts Manage and review environmental remediation plans Provide technical advice and assistance to City management, staff, contractors, and businesses Evaluate projects, programs and criteria Assist in the development and adoption of new City Code regulations, policies and procedures Assist in development of new/revised interdepartmental or interagency protocol or procedures Review, evaluate and recommend revisions to City Code, rules, policies and legislative bills Review, evaluate and recommend revisions to technical reports, studies and contract documents Review site plans, environmental site assessments and stormwater/effluent discharge proposals Evaluate existing conditions, collect samples, interpret sampling data, and develop corrective action plans Educate and conduct presentations to public Assist in the development of short and long range plans Prepare written reports, memoranda, letters, RFP / RFQ /IFBs and Standard Operation Procedures Assist in the development and monitoring of budgets Attend City Council, Board, Commission Meetings, etc. as a City/Department staff representative Respond to requests from the media
