The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, and investment of public funds. THE OPPORTUNITY The Senior Tax Services Technician will provide customer service to customers at the public service counter, perform property tax collection services, provide property tax information to the public, and assist taxpayers with payment plans, penalty cancellations, tract/parcel map requests, and tax clearance certificates. The incumbent will manage and balance a daily cash drawer, acquire knowledge of general accounting processes and cash handling principles, and may act as lead for employees in lower-level classes.
Duties and responsibilities include, but are not limited to:
- Balance and reconcile a cash drawer on a daily basis
- Provide courteous, high-quality customer service by responding to public inquiries or making appropriate referrals
- Collect property taxes
- Audit and reconcile payments posted to the Property Tax System (PTS)
- Reconcile property tax accounts between banking and various information system reports
- Prepare bank deposits for TTC and other county agencies
- Compile and record property tax financial transactions
- Interact with the public and stakeholders to explain policies and resolve issues related to property tax collection
- Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES In addition to the minimum qualifications , the ideal candidate will have a thorough knowledge of operations, services, and activities related to TTC property tax principles, practices, techniques, policies, and procedures; rules and regulations for processing and recording property tax financial transactions; and codes, forms, and laws governing property tax transactions. Candidates will also possess work experience with the following core competencies:
Technical Experience and Knowledge- Knowledge of the current tax methods and regulations and office procedures related to property taxes
- Interpretation of property tax or billing statements
- Understand complex billing methods and regulations and explain them to the public accurately and tactfully; locate, classify, and interpret a variety of complicated information for research purposes
- Respond to inquiries that involve searching tax records and providing clear explanations of regulations, policies, procedures, and legal requirements related to tax bills, tax liens, and credit issues
- Identify errors or potential conflicts in tax bills or records and correct or refer to appropriate source
- Review tax bills to determine amount due; provide information in valuation, accounting refunds, and exemption requirements
- Stay informed on updated tax laws and propositions and effectively communicate changes to the public and other stakeholders
- Strong experience using Microsoft Office (Outlook, Word, and Excel) and other software programs
- Ability to work independently and under pressure during tight deadlines
