Job Location: This job will be located at the Harry S Truman Building, 301 W High Street, Jefferson City, MO 65101. Day trips will be common in this position, but overnight stays will be limited.

Construction Project Specialists will oversee and coordinate internal teams, contractors, designers, and others to produce a quality, functional project that is on budget, on time, and benefits the citizens of Missouri. This role will administer the pre-construction, progress, and coordination meetings; as well as the substantial completion and closeout of the project and provide agency support through the one-year warranty.

This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Construction Administration Unit with the Design and Construction Team. - Prioritize excellent customer service while planning, consulting, and coordinating new construction, repair, and preventative maintenance for facilities and infrastructure under the control of a state agency.
- Prepare construction plans and specifications for projects through participating in design meetings, developing scope of work, obtaining field measurements, and preparing cost estimates for required materials.
- Ensure compliance with project plans and specifications of multiple construction projects at a time while identifying current and potential issues; communicating the requirements of the project team, and participating in collaborative problem solving.
- Identify potential and current issues as the project progresses and propose resolutions in a positive manner; provide advice to field staff and offer resolutions to technical and procedural problems.
- Analyze and interpret technical construction documentation such as project manuals, plans, and specifications.
- Facilitate and document project progress meetings and inspections.
- Write and review cost estimates, reports, letters, and other related project documentation, such as submittals, substitutions, Applications for Payments, DSI’s, RFP’s, Contract Changes, Test Reports, Inspections, O&M’s, Warranties, Payrolls, and Close Out Documents.
- Travel to job sites regularly and consult with agency staff, public officials, architects, engineers, surveyors, and contractors regarding new construction, repairs, and physical plant maintenance issues.
- Perform other duties as assigned.

- Bachelor’s degree and 1 or more years of experience in construction projects. (Substitutions may be allowed.)
- Working knowledge of project management processes and procedures. Ability to analyze and interpret technical construction documentation and prepare cost estimates for required materials.
- Advanced understanding of the occupational and safety hazards, materials, equipment, tools, and methods used in building trades, building codes, safety codes and environmental regulations. (OSHA 10 or 30 preferred, but FMDC can provide if needed.)
- Ability to analyze and interpret technical construction documentation such as project manuals, plans, and specifications.
- Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).
- Working knowledge of Adobe, Bluebeam, and project management software (Prolog and E-Builder).
- Excellent time management, organizational, planning, and communication skills.
- Excellent attendance, work ethic, attention to detail, conflict management, and critical thinking skills.
- Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.

*This position is physically demanding.
