Under supervision, incumbents may provide customer service to the public and perform complex and difficult clerical duties which require applying independent judgment to situations where standard procedures may not apply. Senior Administrative Clerk is the advanced working/lead level class in the Administrative Clerk series. Additionally, incumbents may serve as the lead direction for other clerical staff.
Duties may include but are not limited to the following:
- Provides administrative and technical staff assistance to departmental personnel.
- Composes, compiles, maintains, and processes a variety of correspondence, reports, records, and specialized documents.
- Proofreads and prepares a variety of materials and correspondence with proper English usage, formatting, terminology, spelling, grammar, and punctuation in compliance with department policies to ensure clear, concise, and comprehensive communication.
- Enters, edits, and retrieves data through various software and programs including, but not limited to, Adobe and Microsoft Office products.
- Processes payments for bills and fees which includes accepting and logging payments and reconciling accounts.
- Issues, receives, and processes various applications, permits, and other forms.
- Operates modern standard office equipment; phones, computers, printers, scanners, copy machines, and more.
- Monitors and operates radio communication equipment and dispatches City units as assigned.

Current vacancies exist in Planning and Development, Personnel, Fire, and Finance departments. This classification exists in several other departments which may have future vacancies; Transportation, Airport, City Attorney's Office, General Services, Public Works, Public Utilities, Retirement, and PARCS. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
Pay,Benefits, & Work Schedule
BENEFITS: UNIT 3: The Fresno City Employees Association, Inc. (FCEA)
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
VACATION LEAVE: Accrue 8 - 14.66 hours per month based on years of service.
SICK LEAVE: Eight (8) hours per month, available after 90 days
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM: PAY: $100 per month
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination.
Option 1: High School diploma or GED equivalent AND two (2) years of increasingly responsible paid general clerical experience. Specific to this Option 1 Minimum Qualification, one (1) year is defined as a minimum of 2080 hours.
Option 2: Possession of an associates degree, or equivalent completion of sixty (60) semester units, from an accredited college or university AND one (1) year of increasingly responsible paid general clerical experience. Specific to qualifying for Senior Administrative Clerk, one (1) year is defined as a minimum of 2080 hours.
Option 3: A current and permanent City of Fresno employee pursuant to FMC Section 3-202 (p)(2) in the Administrative Clerk II classification.
Special Requirement(s):
Possession and continued maintenance of a valid California Driver's License may be required at time of appointment. Depending on assignment, it may be required to obtain and maintain a State of California Department of Justice (Penal Code section 11102.1) background clearance to become a certified fingerprint roller within six (6) months of hire. Depending on assignment, bilingual abilities may be required to meet departmental needs.
Eligibles certified for consideration to the Police, Fire or Airports Departments must successfully pass an extensive background investigation which may include a Computer Voice Stress Analyzer (CVSA) and/or polygraph test, and a department interview prior to employment.
Eligibles certified for consideration for this position will be required to successfully pass a Department interview and a Department of Justice fingerprint process prior to employment with the City of Fresno.

Selection Process
The selection process will consist of the following:
WRITTEN EXAMINATION-100%: The written examination may be conducted online and is designed to assess a candidate's knowledge in the following areas: English usage, spelling, grammar and punctuation; office practices/procedures, record keeping and filing; training practices; Word and Excel; AND ability to proofread, provide lead direction, solve mathematical problems, apply public contact and judgment/ interpersonal skills.
The written exam is tentatively scheduled for the week of: April 7, 2025.
Candidates must achieve a passing score to qualify for the eligible list.
Veteran Preference Regulations
Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
