job description OVERVIEW The Economic and Workforce Development Department (EWDD) is accepting applications to hire one (1) Project Coordinator. The position is assigned to support the Californians for All - Hire LA’s Youth program in the Workforce Development Division, Youth Operations Section. The primary work location for this position is at EWDD’s temporary location at the Industrious building located at 444 S. Flower Street, 14th Floor, Los Angeles, CA 90071.
The duties of the Project Coordinator position include, but are not limited to the following:
- Responsible for the Hire LA’s Youth Platform maintenance and continuous improvement of the Hire LA’s Youth application and participant information database.
- Maintain the application/cohort start and end dates, ensure correct enrollment documents are presented, auditing user access permissions.
- Prepares and submits for review and approval statistical and narrative reports for all City of Los Angeles youth employment programs. Will be responsible for creating data request process and Youth Operations data analysis perspective.
- Assists in program management and implementation of all programs funded through the Californians for All/Youth Service Corps grant. Support may include: the development of contracts, program monitoring, approval of program budgets, and participation in partnership meetings.
- Responsible for facilitating and delivering system-wide training presentations regarding Hire LA’s Youth Platform changes and improvements. Interacts with the public, program participants, community leaders, local schools and businesses, contractors, City and County employees, City and local elected officials, as needed.
- Reviews data to determine where processes can be reengineered, streamlined, and/or eliminated in order for programs to be more efficient.
- Perform other related duties as assigned.

- Must be able to multi-task and prioritize work from multiple customers, meeting or exceeding deadlines.
- Proficient in Microsoft Office Suite applications.
MINIMUM REQUIREMENTS - Bachelor’s Degree from a recognized four-year college or university AND a minimum of three (3) years full-time paid experience performing professional-level business services and analytical duties. Qualifying work includes: analysis, development, administration, and reporting in the areas of budgets, contracts, grants, and other relevant functional areas.
- A minimum of one (1) year full-time paid experience in budget and/or finance.
- Knowledge of database management and quality control process is a plus.
- Experience with opportunity youth, foster and justice-involved youth and/or re-entry adult workforce programs.
- Possession of a valid California “Class C” driver’s license and a good driving record are required at the time of application.

exempt employmentIf employment is said to be exempt, it is meant that the employment is exempted from the civil service provisions of the City Charter. In order to receive a regular civil service appointment, employees must have successfully participated in a civil service examination, received a high enough score on the examination to be placed on and receive an appointment from an eligible list, and they must serve a probationary period. No officer or employee of the City may make to any other officer or employee any representation of a property interest in employment which does not correspond to Charter provisions unless the City Council, by ordinance, permits such representation. No unauthorized representation can serve as the basis of an employee's reliance on, or expectation of, a property interest.
Employees Seeking To Become Civil Service EmployeesThere is no protective leave for an exempt employee appointed to a civil service position. Upon receiving a civil service appointment and passing probation, the former exempt employee will be subject to the Civil Service provisions described in Article X of the City Charter. Upon appointment, the civil service employee will begin to accrue displacement and layoff seniority on the first day of his/her civil service appointment and may file for promotional examinations for which s/he qualifies. A full or half-time exempt employee appointed to a full or half-time civil service position continues to: contribute to the Retirement System; accrue vacation time; accrue sick time; receive anniversary date salary increases; and, receive health and dental benefits identical to those received in the civil service position.
