    POSITION SUMMARY

    The City's Public Works Department is seeking a Program Manager for Utility System Modeling & Capacity Administration that will be located at the Development Services Department.

    This position leads, oversees, manages, plans, and coordinates activities of major programs involving contract administration and oversight of the City’s regional utility capacity management program. Responsibilities include preparation of proposals, plans, and specifications; participation in the negotiation of contracts; monitoring contracts for compliance, including benchmarks for quality assurance and performance measures; and ensuring that goals or objectives of programs are accomplished within prescribed time frame and funding parameters. The Program Manager will ensure applicable permitting agency requirements are adhered to, and established utility master plans and schedules are followed; develop/recommend solutions for water, sewer, and stormwater infrastructure operation and capacity issues; initiate new and innovative programs and/or procedures to improve service to internal and external customers; and direct the work of personnel assigned to the management and oversight of the City’s utility capacity modeling program.

    This job classification is included within the bargaining unit represented by Federation of Public Employees and therefore is subject to the terms and conditions of the Collective Bargaining Agreement between the City of Fort Lauderdale and Federation of Public Employees.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Create capital planning prioritization programs to maintain and improve utility capacity and functionality.
    • Assist the Public Works Department in computer modeling for proper water main, sewer main, and lift station sizing for Capital Improvement projects.
    • Assist the Development Services Department with private development project plan reviews and computer modeling to evaluate the feasibility and available capacity to serve a project with water, sewer, and stormwater services.
    • Supervises and trains assigned staff that performs hydraulic modeling and design/review of water and sewer systems for new and future developments.
    • Creates, modifies, and uses the Public Works Department’s water and sewer hydraulic computer models to evaluate flow characteristics and capacity availability; updates both models with the addition of new infrastructure being added to the utility systems; and corrects modeling parameters as necessary.
    • Develops detailed work plans and delegates, manages, and reviews work assignments for assigned personnel.
    • Reviews Section needs, as well as employee performance, and provides recommendations for employees to be transferred, promoted, reassigned, disciplined or terminated.
    • Interviews candidates for employment and recommends, in the interest of the City, that eligible applicants be hired.
    • Provides direct leadership for multiple projects; develops objectives and goals; and analyzes and reports on metrics.
    • Serves as the team leader in working with City staff to develop program initiatives; assesses cost effectiveness, technical feasibility, and implementation methods.
    • Identifies problems or factors inhibiting the effective accomplishment of departmental or city-wide goals and objectives; determines requirements and scope of necessary study in light of objectives and problems to be solved; collects data; analyzes data; develops alternatives and makes specific recommendations for resolution.
    • Prepares and administers budget for assigned programs and/or Section; prioritizes and recommends expenses for approval.
    • Develops, administers, and monitors contracts with providers; conducts regular meetings with providers to evaluate performance and verify level of service to the City and to ensure compliance with contract provisions, budget targets, and specifications; recommends awards for the area of assignment; and completes performance review of vendors.
    • Prepares productivity and informational reports, City Commission and Purchasing memorandums, and general correspondence with the public, as applicable.
    • Develops Requests for Proposals (RFP), Requests for Qualifications (RFQ), and Invitations to Bid (ITB) for multiple services and products.
    • Coordinates with Procurement Services, Risk Management and City Attorney on the drafting of contracts.
    • Supports strategic planning for the program and Section.
    • Operates as a subject matter expert throughout the City to resolve issues or provide support as needed.
    • May serve as a City liaison to an advisory board.
    • Performs other related work as required.


    JOB REQUIREMENTS & WORK ENVIRONMENT

    Minimum Job Requirements:

    Bachelor's degree in Civil Engineering or closely related engineering fieldSeven (7) years of experience in the development, implementation, and administration of programs, policies, and operational procedures, performing contract preparation and administration, preparation of specifications, or computer modelsThree (3) years of supervisory experienceSix (6) years of experience in public water, sewer, and stormwater infrastructure design, creating and maintaining hydrologic or other mathematical/simulation models, or other directly related experienceAdditional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for, up to, one (1) year of the required experience or educationFlorida Professional Engineering License (PE), or the ability to acquire a PE license less than one (1) year of employmentIf claiming Veteran's Preference, candidates must attach a DD214 Member 4 form, and the City of Fort Lauderdale's veteran's preference claim form ( J-204) to the online application. Preferred Qualifications:

    Project Management Professional (PMP) certificationProficiency in Innovyze water/sewer modeling software, ICPR 4 stormwater modeling software, and ArcGIS. As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

    The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
