    OVERVIEW
    The Economic and Workforce Development Department (EWDD), Financial Management Division (FMD) is accepting applications to fill one Senior Management Analyst II. The position will lead the Grants Management Section supervising two Grants Support teams (4 FTEs) - one to support EWDD’s Workforce Development and the second on Economic Development grants portfolios. This position will lead and manage day-to-day grants management activities to the CA For All Youth (also known as the Youth Service Corps) Grant. We are currently working a hybrid schedule at the Industrious Building - 444 So Flower Street, 14th Floor, Los Angeles CA 90071. Both 9/80 and 5/40 work schedules available. Start time between 7:30 and 8:30am.

    POSITIONS DETAILS
    This position will supervise the Grants Management Section staff involved in the monitoring and administration of the Californians For All Youth (CFAY) Grants, including portions of the Workforce Innovation and Opportunity Act (WIOA) and LA County based workforce development initiatives. Primarily focused on CFAY 2.0 grant of $21 million, this position will also lead efforts to close out the CFAY 1.0 grant of $54 million.
    Grants Management Section:

    • Act as lead person to expedite grant reimbursement and claim submission to the State of CA for CFAY and Federal WIOA and County WIOA grants, including review of 100% documentation for grant compliance and responding to State, Federal, and City Auditors (internal and external);
    • Work with respective CFAY Program Coordinators, various Auditors, and Service Provides (sub-recipients) to implement CFAY and other related grants;
    • Assess and propose solutions to funding obstacles/challenges and appropriations to ensure timely reimbursement/claim submissions, including routine grant status updates;
    • Expedite administrative, contractual, and financial aspects of the CFAY Cycle 2 to increase grant responsiveness, accountability, and compliance to required grants terms/conditions, and defend questioned or disallowed costs;
    • Actively manage and report on progress made - both financial and compliance - on all 17 Programs and 1 major function in marketing, outreach, and recruitment, including other WDD grant programs, such as WIOA (8-10 programs) and LA County (14-17 programs);
    • Conducts monthly analysis of expenditures, cash flow, revenue, and appropriations to comply with grant financial and reporting requirements, and Uniform Guidance 2 CFR 200, state, local agencies, and City regulations;
    • Submits quarterly CFAY reimbursement claims and releases quarterly grants portfolio financial report to the Workforce and Economic Development Divisions;
    • Works closely with other FMD Sections to resolve fiscal findings and questioned costs, expense reconciliation, and audit validation of supporting documents;
    • May assists in the preparation of the budget schedules, Controller instructions, financial schedules, and Workforce Development Board Annual Plan and Mid-Year Carry-In annual reports, including preparing reports and talking points; and
    • Performs other duties as assigned.


    MINIMUM QUALIFICATIONS

    Currently be employed in the civil service job classification of Senior Management Analyst II.

    DESIRED QUALIFICATIONS

    Grants Management experience is highly desired.

    Knowledge of:

    • Theory and practice of governmental and commercial accounting in accordance with Generally Accepted Accounting Principals (GAAP);
    • Cost accounting methods and procedures, including Single Audit requirements;
    • Laws and ordinances relating to the financial administration of City government;
    • Accounting, Payroll, Procurement, and financial structure of the City;
    • Fair Labor Standards Act requirements that apply to City payroll preparation; and
    • Principles and practices of public finance administration.
