DescriptionAIR POLLUTION CONTROL DISTRICT The District is classified as a Special District within the County of Ventura agencies. Division 26 of the California Health and Safety Code establishes the District's structure, operating procedures, and authority. The District provides a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs. The District shares responsibility with the California Air Resources Board for ensuring that all state and federal air quality standards are achieved and maintained within Ventura County.
The Air Pollution Control District (APCD) has a staff of just under fifty employees including inspectors, engineers, planners, technicians, and support staff. The District works with businesses and industries to reduce emissions from new and existing sources. The District is divided into six (6) divisions: Administrative Services, Engineering, Information Systems, Monitoring, Compliance, Planning, Rules and Incentives.
THE POSITIONUnder general direction of the Air Pollution Control Officer/Executive Officer, plans, organizes, and directs compliance functions of the District; provides expert professional assistance to District management and staff in compliance, inspection, hearing board-related matters, and source test observation; formulates recommendations for division policies and procedures; and performs other related duties as required. This classification serves as a member of the District's management team.
EDUCATIONAL/BILINGUAL INCENTIVE: The APCD Manager- Compliance may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.
APCD Manager - Compliance receives management (MB3) benefits and are not eligible for overtime compensation.

Examples Of DutiesDuties may include, but are not limited to, the following:
- Organizes and directs the compliance activities of the District, including the inspection of commercial and industrial equipment, material, and processes in determining compliance with District regulations and rules, State Health and Safety codes, and federal laws and regulations. Manages and directs the Compliance Division fleet, including the District vehicle telematics.
- Coordinates and directs division staff and activities such as the investigation and prosecution of violators of air pollution laws and regulations, administering, and coordinating compliance programs and developing new or improved inspection methods, techniques, and procedures.
- Coordinates and directs the District's Hearing Board program.
- Coordinates and directs District's source test observation program.
- Supervises the work of a staff comprised of professional, technical, and support personnel to ensure timely development and implementation of a variety of specific programs or special projects.
- Coordinates with other individuals, groups, sections, divisions, departments, and agencies on various controversial or politically sensitive issues; makes oral presentations to public groups and various governmental bodies.
- Functions as a member of the District management team to propose, evaluate, and develop policies and procedures, and regulatory amendments; participates in budget planning.
- Researches, compiles, synthesizes, analyzes, and interprets information and data necessary to complete programs, grants, and contracts; prepares written technical reports based on such data.
- Participates in or represents the District at meetings, conferences, and workshops.
- May testify in court or before hearing bodies as an expert witness as needed.
- May assist in training and providing technical guidance to enforcement personnel.
- May assist Compliance Division Supervising Air Quality Specialist(s) in the administration of the District's Mutual Settlement Program and participate in the larger and more complex settlement cases.
- Performs other related duties as required.
Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCEConsiderable experience in Air Pollution or closely related field which has led to the acquisition of knowledge, skills, and abilities.
- The required knowledge, skills, and abilities would normally be obtained by five (5) or more years of experience in Air Pollution or a closely related field OR,
- Completion of a Bachelor's degree in Environmental Science, Engineering, Industrial Technology, or a related field, and two (2) years of experience in Air Pollution or a closely related field;
- AND one (1) year of supervisory experience.
NECESSARY SPECIAL REQUIREMENTIndependent travel is required; therefore, possession and maintenance of a valid California driver license is required.
PHYSICAL DEMANDSWork is primarily performed in an office environment. Physical demands include, but are not limited to, occasional lifting up to 25 pounds, walking, bending, sitting, stooping, reaching, and squatting. The classification may be exposed to hazardous conditions.
KNOWLEDGE, SKILLS and ABILITIESThorough knowledge of federal, state, and local laws and regulations relating to the compliance program area.
Ability to supervise, direct, coordinate, and implement major projects and programs relating to air pollution; collect, analyze, and interpret data; set objectives and review recommendations; organize information and write effectively to create clear and concise letters, memos, reports and other written documents of permanent record; supervise, train and evaluate the work of professional and technical subordinate staff; establish and maintain effective relationships with others; and communicate clearly and effectively both orally and in writing with citizens, interest groups, and various public agencies, Hearing Board, and the Air Pollution Control Board.

TRAINING & EXPERIENCE EVALUATIONA Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. ORAL EXAMINATION - 100%A job-related Oral Examination may be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term) vacancies within the Air Pollution Control Office for this and similar positions only. There is currently one (1) Regular vacancy.
Candidates successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
