    Information Systems Technician II

    The City of Concord is currently seeking to fill three Information Systems Technician II vacancies in the Information Technology Department.

    The Information Development Department:
    The mission of the Information Technology Department is to ensure Concord’s technology portfolio provides the appropriate set of tools required for delivering high-quality services to internal departments, Concord residents, and other agencies in a consistent manner sustainable over the 10-year budget horizon.

    What you will be doing:
    • Acting as a first point of contact in assisting customers with a variety of technology issues
    • Troubleshooting, diagnosing, analyzing, and resolving software, hardware, phone and printing issues
    • Answering, evaluating and prioritizing incoming telephone, voicemail, email and in-person requests for assistance from users experience problems with hardware, software, networking and other computer-related technologies
    • Providing basic training and instructions to internal customers on the usage of technology
    • Maintaining asset inventory database, user account permissions, and group policy within the Active Directory
    • Properly disposing of broken and aged devices utilizing outside vendors for pickup to be recycled
    • Providing support for all City technology products and services
    • Participating in an on-call rotation support for after-hours emergency requests
    • Working under the direction of Help Desk Team Lead and/or other internal IT teams to assist in larger projects as needed

    SELECTION PROCESS
    1. Submit a completed City of Concord application and the required supplemental question responses online at www.cityofconcord.org . Only application materials submitted online during the filing period will be accepted.
    2. All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be invited to a panel interview. If you are selected to participate in the panel interview and are unavailable, we regret that we will not be able to reschedule you.
    3. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 months.

    Conviction History and Background Investigation:
    If you receive a conditional job offer, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction conflicts with the specific duties and responsibilities of the job for which you have received a conditional job offer. If a conflict exists, you will be asked to present any evidence of rehabilitation that may mitigate the conflict, except when federal or state regulations bar employment in specific circumstances. Having a conviction history does not automatically preclude you from a job with the City of Concord.

    Appointments to this position are also subject to a polygraph and background investigation coordinated by the Concord Police Department. The following list describes some areas that are covered in the investigation.

    •Your relatives, references, and acquaintances are asked to comment on your suitability for the position.
    •The information supplied regarding your educational history is examined and verified.
    •You must list a history of your residences.
    •Your work history and experience are examined with regard to your dependability, relationships with fellow workers, trustworthiness, and general job performance.
    •Military service records are subject to verification.
    •The background investigation considers your management of personal finances (however, being in debt does not automatically disqualify you).
    •Your criminal, driving, and insurance records are evaluated. Felony convictions will be grounds for disqualification from the selection process.
    •If you have a history of recent or prolonged use of illegal controlled substances (i.e., Cocaine, Methamphetamine, Marijuana, etc.), you may be dismissed from the process.
    Deliberate misstatements or omissions can and often will result in your application being rejected, regardless of the nature or reason for the misstatements/omissions. In fact, the number one reason individuals fail and/or are disqualified during the background investigation is because they deliberately withhold or misrepresent job-relevant information. Applicants must be truthful in all phases of the process and promptly submit documentation when requested.

    Examples of duties include, but are not limited to

    Provides experienced level service with microcomputer support activities such as diagnostics, repair and/or replacement of faulty microcomputer components and shut down procedures for users of hardware, such as central processing units, video terminals, disk drives, plotters, and scanners; and software such as spreadsheets (Excel97 and Lotus), data base (UNIX, Clarion and Access), word processing (Word97), and graphics (PowerPoint97, Corel Presentations, PageMaker and Adobe Illustrator). Attends user group committee meetings, and assist with installation and testing hardware systems, and software application procedures.Performs daily operations, such as, monitoring and executing network backups, printing and distributing special forms, weekly account payables and bi-weekly payroll checks.Reviews, tests, and writes documentation for results from system and programming testing.Reads vendor supplied hardware and software documentation for the purpose of carrying out core assignments and assisting users with identifying or solving problems; as assigned prepares drafts of procedural and other documentation for review.Responds to Help-desk questions and provides training and technical assistance to, a variety of sources including other City departments, outside agencies, and other department personnel.Assists supervisors, users and/or computer programmer analysts in resolving operational problems including those pertaining to hardware and software malfunctions and the coordination of equipment repair and procurement of replacements.Maintains liaison with relevant users or user groups and assists with determining and communicating their needs.Provides various other forms of assistance such as moving, transporting, and/or installing equipment and materials.Maintains various records and logs such as those associated with the system-wide inventory, filing and retrieval of computer tapes and disks for both on-site and off-site storage areas.     Qualifications

    Knowledge and Abilities
    General knowledge of three or more of the following areas: microcomputer hardware and software installation and maintenance, large data base file maintenance; knowledge of modern office procedures and practices; correct punctuation, spelling and grammar; of filing, indexing, cross-referencing methods; of the types and uses of common office materials and machines in a modern information processing environment. Ability to operate keyboard at a speed that satisfies the needs of the department; to explain operating, programming and equipment problems; to maintain files, documentation and logs in proper condition; to read and interpret a wide variety of documents, including applicable policies and procedures, and hardware and software instructions; to perform mathematical calculations associated with the work; to communicate effectively, orally and in writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.

    Education/Experience
    Education: Equivalent to completion of two years college course work relevant to core assignments.

    Experience: Four years of employment in the following areas: microcomputer hardware and software installation and maintenance; user (Help-desk) support; and large data base file maintenance and user support.

    A valid California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
