About Mooresville
Since the year 2000, the Town of Mooresville’s population has increased from 19,048 to over 53,721 and is still growing! Situated in the Central Piedmont of North Carolina, Mooresville is less than an hour’s drive from Charlotte which offers big city amenities such as the Charlotte Hornets and Panthers as well as the U.S. National Whitewater Center, and it’s 2-3 hours from the beautiful Blue Ridge Mountains and a multitude of Carolina Beaches.
The local economy is diverse, with a mix of manufacturing, retail, and service industries. Its proximity to Charlotte provides even more job opportunities and economic stability. Mooresville is the home of numerous high-tech industries, and national and international corporate headquarters which includes Lowe’s Home Improvement.

City Government
Mooresville operates under a Council-Manager form of government. The citizens elect a Mayor and six Commissioners as the Town’s governing body. The Mayor and two Commissioners are elected at-large. The other four Commissioners represent wards and must live in the ward they represent.
The Mayor serves a two-year term, while the Commissioners serve staggered four-year terms. The Mayor, two ward commissioners and one commissioner-at-large run in November of odd numbered years. All elections are non-partisan.
Providing resources and actions to make the Board of Commissioners vision a reality, the Town of Mooresville currently has a strong leadership team. Both staff and the Board have been open to innovative ideas, practices and projects to better serve the Town’s residents and visitors as well as enhance economic development in the area.
The Position
The Director of Public Services reports to the Assistant Town Manager for Public Services and Operations, and plans, organizes, and directs a variety of activities and municipal projects including sanitation, street maintenance, traffic management, and engineering, and provides technical advice and assistance in long-range planning, construction improvement, engineering, streets, solid waste collection and other infrastructure, ensuring that modern, safe, effective and efficient practices are utilized by all municipal work crews. The Director of Public Services represents the Town in interactions with citizens, developers, state and federal regulatory officials, media, etc., and handles contract management, citizen issues, and budget and personnel administration.
Education and Experience
A Bachelor’s degree from an accredited college or university in civil or environmental engineering and seven to ten years of
experience in a responsible management position in the municipal engineering, public works, or environmental resources field, or an equivalent combination of education and experience. A Professional Engineer (PE) license is highly preferred.

The Ideal Candidate
The ideal candidate should be a forward-thinking leader with expertise in sanitation, street maintenance, traffic management, engineering, and long-term infrastructure planning. The ideal candidate will have experience in strategic planning, project management, and organizational development, and should possess financial knowledge to include fiscal planning, budget management, and capital improvement projects.
The ideal candidate should be a results-oriented leader who thrives in a collaborative, fast-paced environment. This person should excel in building relationships, working seamlessly with town officials, developers, regulatory agencies, and the public, managing diverse teams, and driving continuous improvement to meet Mooresville’s evolving needs.
This person should be a visible leader with the ability to delegate authority and responsibility while maintaining appropriate levels of operational control. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful; advanced written and oral communication skills are imperative. The ideal candidate must have the capacity and interest to be an effective mentor and leader for staff.
Salary
The Town of Mooresville is offering a starting salary of $107,888 to $168,734, commensurate with experience in addition to generous benefits options that includes 100% coverage of the cost for regular full-time employees for medical, dental and vision coverage and a significant portion of the cost for dependent coverage, plus additional benefits such as dental, vision, FSA, and a 5% contribution to an employee retirement account. Relocation assistance will also be available for the successful out-of-area candidate.
