    Distinguishing Features of the Class

    The principal function of an employee in this class is to oversee the Public Housing Operations, Maintenance and Capital Fund and other related programs within the Housing Services Department to include implementation of new initiatives, program marketing, overseeing new leases and relocations, managing the waiting list, processing of program applications, screening, determining program eligibility, continued occupancy activities, maintenance and capital fund activities under U.S. Department of Housing & Urban Development guidelines and Housing Agency policies and procedures; performs directly related work as required.

    Acceptable Experience and Training

    • Graduation from college with a degree in business administration, public administration, or related field; and
    • Considerable experience in building maintenance operations and property management; or
    • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
    • One year of additional education may be substituted for up to one year of required experience.

    Required Special Qualifications

    • Must pass a pre-employment physical exam, drug screen test and background check.
    • Possession of a valid Iowa driver’s license
    • Ability to obtain UPCS Certification within one-year of appointment.


    Examples of Essential Work (Illustrative Only)

    • Supervises, plans, trains, organizes and manages the work of public housing managers, application specialist, maintenance and project specialist (capital fund).
    • Coordinates the work of outside contractors and oversees contracts for building equipment services.
    • Develops, implements and monitors all policies and procedures in compliance with federal regulations and internal Housing Department policies.
    • Develops hiring recommendations and work programs; and performs employee evaluations for staff in the division.
    • Prepares and monitors division budgets, leasing, occupancy and terminations; assists with grant applications.
    • Collects, analyzes and interprets data and prepares reports
    • Ensures work being performed is in compliance with applicable codes, specifications, plans and policies.
    • Maintains and monitors work orders, ordering of supplies and equipment used in building maintenance operations.
    • Oversees and implements the Capital Fund Program in compliance with federal regulations.
    • Participates in HUD monitoring reviews, audits, inspections and fraud investigations; may testify in court or at hearings regarding housing violations.
    • Performs quality control in compliance with federal performance management systems and performs quality control inspections in accordance with the Public Housing Assessment Program (PHAS) to ensure proper application of procedures and standards by inspectors.
    • Oversees and implements ADA and 504 regulations.
    • Promotes and demonstrates a high level of customer service with citizens, co-workers and outside agencies
    • Assures file documentation and performance measures are properly maintained
    • Ensures and monitors for compliance will all federal regulations and departmental policies and procedures
    • Attends meetings, board meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
    • Responds to citizens’ questions and comments in a courteous and timely manner;
    • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Provides and presents program information to landlords, service providers, and members of the community.
    • Responds to requests from staff from HUD and congressional offices.
