Contracts Configuration Administrator (Business Analyst Sr)
CalOptimaCalOptima Health is seeking a highly motivated an experienced
Contracts Configuration Administrator (Business Analyst Sr) to join our team. The Business Analyst Sr (Contracting) will be responsible for initiating, overseeing and maintaining the department's contract management system. The incumbent will codify contract templates, add custom prompts and alternative terms. The incumbent will build custom forms to capture contract metadata, reimbursements, payment terms, provider types, sub-specialties and services offered by providers. The incumbent will manage updates to pre-approved templates, maintain the department's templates, language library and oversee the end-to-end contract life cycle system management processes. The incumbent will administer regular and ad-hoc reporting, oversee the deployment of bulk contracts, support the return of outstanding contracts and perform user acceptance testing after system updates. The incumbent will provide training to end users, assist Information Technology Systems (ITS) with system enhancements and support requests from leadership and/or the board of directors and as required by the Department of Health Care Services (DHCS).

Duties & Responsibilities: - 70% - Contract Management System (CMS)
- Oversees and maintains the department's contracts database, codes and programs documents, administers bulk distribution of contracts and amendments.
- Manages contract templates, maintains history, incorporates appropriate styles, autonumbering, font/font size, pagination and standard headers and footers.
- Reviews new templates for consistency, language alignment and configuration.
- Develops custom forms that populate contracts, payment terms, provider types, cover letters, routing forms and metadata.
- Develops supporting documents (exhibits) to complement contract templates.
- Develops contract activity trend reports processed through CMS on a monthly, quarterly and annual basis.
- Provides training to end users on contract creation, language revisions, approval process and general reporting.
- Develops back-end quality control reports to monitor data entry requirements and integrity.
- Oversees end-to-end system management, validates system upgrades and ensures business needs are met.
- 25% - Department Support
- Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
- Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
- Serves as subject matter expert to ITS and other departments for overall database configuration and reporting.
- Develops and maintains the department's required regulatory reports, metrics and completion factors (returned contracts/amendments).
- Provides cross training and mentors, support staff on system development and template management.
- 5% - Completes other projects and duties as assigned.
Minimum Qualifications: - Bachelor's degree in health care administration, business administration, computer science or a related field PLUS 3 years of experience working with a contract management application or customer relationship management (CRM) required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
- 1 year of experience managing data required, preferably in the health care industry or a managed care environment.
Preferred Qualifications: - 2 years of experience with Excel, SQL, Power B.I. or Tableau.
- 1 year of experience managing, programming and overseeing a contract management or CRM application.

- Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

- Employee will occasionally work outdoors in varied temperatures.
