CalOptima Health is seeking a highly motivated an experienced Supervisor Finance to join our team. Under the manager's direction, the Supervisor Finance (Purchasing) will be responsible for overseeing the day-to-day operations of CalOptima Health's purchasing activities. The incumbent will ensure compliance with CalOptima Health's procurement policies, supervise procurement staff, coordinate procurement activities with management and staff and draft and edit documents as necessary. The incumbent will negotiate with vendors to obtain the best pricing and service quality for the organization, conduct contract administration activities to ensure compliance with contract law and CalOptima Health policies and provide subject matter expertise, guidance and direction to staff.

• Salary Grade: 314 - $99,902 - $159,843 ($48.03 - $76.8476)
• Work Arrangement: Partial Telework

Duties & Responsibilities:

• 50% - Supervisory Functions
  • Supervises the day-to-day activities of the purchasing staff members, including performance measurement, evaluation and professional development.
  • Trains team members on purchasing systems and assists users in other departments with purchasing systems.
  • Recommends departmental policies and procedures to upper management. Applies and interprets policies and procedures to measure employee performance.
  • Prepares clear and comprehensive written and oral reports and training materials for staff and management level employees.
  • Drafts and edits legal and contract terminology, reviews contract redlines, suggests appropriate alternatives to proposed language changes, edits and drafts formal documents and correspondence.
  • Develops and maintains purchasing records and controls and maintains the security of confidential information.
  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
    
    
• 45% - Program Oversight
  • Reviews and processes purchase orders.
  • Assists departments in the development of specifications and scopes of work for purchasing requests and recommends appropriate procurement and contract types, fees and terms and conditions.
  • Conducts formal procurements using tools such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs) and Invitations for Bids (IFBs). Conducts post procurement de-briefings as requested.
  • Reviews procurement and contract documents for completeness, accuracy and compliance with policies and procedures and presents them for management approval and signature.
  • Ensures contracts and contract renewals are completed in a timely manner.
  • Prepares and negotiates non-medical contracts, leases, sales agreements, purchase orders, license agreements and memoranda of understanding as applicable.
  • Reviews contract redlines, approves or denies language changes and negotiates language with internal customers and vendors as necessary.
  • Prepares contract amendments and administers revisions, contract terminations and follow-up work and supports departments in resolving vendor management and relationship issues.
  • Updates the current contract management system as needed.

  • Completes other projects and duties as assigned.

Minimum Qualifications:

• Bachelor's degree PLUS 5 years of purchasing related experience required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

Preferred Qualifications:

• Master's degree in business administration, public administration, public policy or related field.
  
• Experience in public procurement.
  
• Supervisory experience.
  
• Professional certification from a national association (e.g., Institute for Supply Management (ISM), National
• Institute of Governmental Purchasing (NIGP), California Association of Public Procurement Officials (CAPPO).
  
• Experience with Conga, Ariett, Periscope or GP Dynamics.

• Work is typically indoors in a clinical setting serving the frail and elderly.
• There may be harmful or hazardous environmental conditions present for this job.
• The noise level in this work environment is usually moderate to loud.

If located in the Community:

• Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
• Employee will occasionally work outdoors in varied temperatures.
• There may be harmful or hazardous environmental conditions present for this job.
• The noise level in this work environment is usually moderate to loud.
