    Definition

    The Community Justice Department is seeking a REENTRY NAVIGATOR to join their team. This position works with service providers at the Missoula County Detention Facility, Watershed Navigation Center, Montana State Hospital and other community partners to develop a safety net of services for people returning from incarceration and the Montana State Hospital and ensure supported reentry into the community. Connects individuals at risk of houselessness, and/or recidivism to resources and available services to address behavioral health and physical health needs; connect people to case managers in the criminal legal system, behavioral health system, and/or housing system. Identify and address service gaps. Collect data, evaluate programming, identify resources and potential programs in other communities that could be developed here. Works to improve the criminal legal system through stakeholder engagement, research, program development, implementation, and evaluation for the Community Justice Department (CJD).

    Representative Examples of Work

    Work with individuals returning from incarceration and forensic hospitalization who are at an increased risk of houselessness, recidivism, and/or who have behavioral health needs and connect them to services, case management, and care coordination. Supports clients in navigating systems, including legal, housing, healthcare, and culturally appropriate resources. Work with service providers and agencies in support of individuals returning to the community, including the Missoula County Detention Center’s mental health team, case managers from the Office of Public Defender, behavioral health staff from Partnership Health Center, and pretrial service and supervision agencies to ensure supportive case management from the time of release. Makes appropriate referrals to community resources, schedule appointments and facilitate warm handoffs whenever possible. Identify, assess, and develop resources. Create forms, maintain records, utilize referral software, and track data metrics. Address specific accessibility issues to reduce barriers to services. Evaluate the effectiveness of program services and delivery. Develop and update resource lists for clients and partners.Attend multidisciplinary meetings and workgroups as a representative of the Community Justice Department. Maintain relationships with providers, support problem solving, and facilitate cooperative team efforts among program partners/implementation teams. Organize and coordinate workgroups as needed; set agendas, coordinate and participate in program team meetings. Serves as a local government liaison to partners, subgrantees, elected officials, and contract holders. Help identify and resolve partner agency needs. Complete administrative work, including handling phone calls, electronic communication, and walk-in clients as needed. Assemble data and provide narrative reports related to grant funding and outreach key stakeholders.

    Minimum Qualifications

    • Requires a bachelor’s degree. Degrees best suited to this position are criminal justice, criminology, public administration, communications, human services, social work, or related fields of study.
    • Requirestwo years of experience a criminal justice setting or working with community-based organizations.?Experience in the criminal justice system desired. Policy or program development, implementation, evaluation, and/or project management desired. Experience working with people with lived experience, and culturally diverse populations is desired.
    • An equivalent combination of education and experience may be considered.
    • SPECIAL REQUIREMENTS : Must be able to pass a criminal background check conducted by the Missoula County Sheriff’s Department. Requires a valid Montana driver’s license.


    Physical/Environmental Demands

    Work is primarily performed at the Watershed Navigation Center located next to the Missoula County Detention Center in a front desk, office, or meeting room setting. Requires attendance at off-site meetings and regular travel between the jail and courthouse. May require attendance at night or weekend meetings; requires occasional out-of-town travel to attend meetings, conferences, and workshops.

    Excellent Medical Health Benefits– Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

    Medical deductible is $500 for an individual and $1,000 for a family.

    Flexible Benefits Plan– Pre-tax out-of-pocket medical expenses and day care expenses.

    Voluntary Life Insurance Coverage, Long and Short-Term Disability, Critical and Accident Insuranceare offered through Mutual ofOmaha.

    Public Employees Retirement System– Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). New members to the PERS have an opportunity to choose between two retirement plan options: the Defined Benefit Plan or the Defined Contribution Plan.

    Sheriffs' Retirement System (SRS)– A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005.

    Supplemental Retirement Benefitsare offered through Valic or Nationwide.

    Sick Leave– Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

    Vacation Leave– Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

    Holidays– The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

    Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
