As a
Human Resources Analyst in our
Talent Solutions team, you will play a key role in both
employee relations and recruitment, ensuring we attract top talent while fostering a positive and compliant workplace culture.
Key Responsibilities:- Advise on Employee Relations Matters: Provide expert guidance to management and employees on performance management, conflict resolution, and progressive discipline
- Lead Recruitment Efforts: Partner with hiring managers to develop and execute strategic recruitment plans, leveraging sourcing techniques to attract top-tier candidates.
- Conduct Workplace Investigations: Investigate workplace concerns, ensuring compliance with policies and employment laws while recommending appropriate actions.
- Foster a Positive Work Environment: Support initiatives that enhance employee engagement, retention, and overall workplace culture.
- Ensure Compliance and Best Practices: Develop and administer hiring assessments, maintain compliance with employment laws, and support HR initiatives in a unionized environment.
Preferred Qualifications:- Strong understanding of employee relations and recruitment strategies, particularly in a unionized setting.
- Expertise in coaching, consulting, performance management, conflict resolution, and progressive discipline within a diverse workforce.
- Ability to build relationships and influence leadership on HR policies and best practices.
- Proficiency with Microsoft Suite and Applicant Tracking Systems
- Experience in developing and administering employment assessments, including written, oral, and performance-based evaluations.

- Bachelor's Degree in human resources, business, public administration or a related field, AND
- Two to four years professional human resource experience related to area of assignment. Equivalent education/experience may be substituted.

Preferred Qualifications:- Proven knowledge of principles and practices related to recruiting top talent and implementing effective employee relation s programs in a unionized environment

- Strong business and HR acumen, including the ability to influence leadership on HR practices

- Developing and administering written, oral, physical, performance and other appropriate examinations for employment
Licensing, Certifications and Other Legal Requirements- Depending upon assignment a WA driver's license may be required
- Individuals may have to pass a background check depending upon assignment
- Human Resources related certifications are desired

Examination Process: This is a competitive selection process. Applicants who meet the minimum qualifications will have their responses to the supplemental questions scored as the required Experience & Training (E&T) test. Applicants must receive a passing score (70% or better) to be placed on the eligible list for interview and hiring consideration. The eligibility list established for this recruitment is generally good for one year.
Appointment is subject to successfully passing the background and reference checks. This position is covered by a Labor Agreement between the City of Tacoma and the Local 483. New employees must successfully complete a nine-month probationary period prior to obtaining permanent status in this classification.

Other Employment Information
Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.
Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.
Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
