The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri, in addition to manufactured housing. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates. The Staff Counsel Department represents the Commission Staff in matters relating to utility regulation before the Missouri Public Service Commission. Commission Staff is comprised of finance and industry-specific professionals. In addition to litigation, its duties include providing legal advice and guidance to Staff members, researching up-and-coming growth in areas such as energy efficiency and developing technology, and shaping future policy.
- Litigation of public utility cases (in the fields of telecommunications, electric, natural gas, steam, water and sewer, and manufactured housing) before the PSC on behalf of Commission Staff.
• Cases involve matters such as utility rates, utility operation financing, mergers and acquisitions, and regulatory law enforcement of Commission rules and laws.
• This position requires the ability to provide sound legal analysis and well-drafted documents under demanding deadlines.
• Position may require occasional in- and out-of-state travel.
Minimum Qualifications: - Legal Counsel (entry-level) - a juris doctorate degree and admission to practice law in Missouri or admission elsewhere and eligibility for admission to practice law in Missouri is required. (May graduates are welcome to apply.)
• Associate Counsel (intermediate-level) - two years’ experience as a Legal Counsel at the PSC or two years’ experience in general litigation, administrative law, and/or government regulation of private enterprise.
• Senior Counsel (senior-level) - two years’ experience as an Associate Counsel at the PSC or four years’ experience in general litigation, administrative law, and/or government regulation of private enterprise.
• Must be a member of the Missouri Bar.
• Personal computer experience required, with knowledge of Microsoft Office preferred.
• Must demonstrate excellent reasoning and writing skills.
