Who We Are The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $873 million and 2,183 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD's mission is Speed, Reliability, and Value.
The Opportunity We are looking for an ambitious, self-motivated candidate to fill a vacancy for Senior Information Systems Analyst in the Energy Management Division. The Senior Information Systems Analyst will primarily be responsible for managing the day-to-day operations of Enterprise Energy Management Information System (EEMIS), conducting analysis of energy data, and managing building energy programs.
Essential Job Functions What You Will Do: Manages day-to-day operations of Enterprise Energy Management Information System (EEMIS) which range from mapping, configuring, programming, maintaining, and troubleshooting support software and user account hierarchies, system access levels and protocol.
Monitors and maintains internet communications between field devices and systems applications, interprets data flow failures, and determines whether the root cause is hardware, software, or communications failures.
Provides training and support to users in resolving systems performance and data problems.
Serves as the County’s representative in interactions with the EEMIS product vendors and contractors. Responsible for reviewing, verifying, approving, and accepting all programming performed by contractors.
Performs highly responsible technology support services for Building Environmental Assessment Systems (BEAS) which range from monitoring and maintaining applications and protocols which, in an integrated fashion, operates building control systems from multiple manufacturers.
Performs the sequencing of systems hardware shutdowns/startups for the purpose of resolving problems and rebooting systems.
Uses the Facilities Automation Management Information System (FAMIS) to communicate with field staff about needed field repairs.
Requirements TO QUALIFY FOR THE OPTION BELOW you must POSSESS and CLEARLY EXPRESS detailed years of experience performing relevant duties within your online job application under the "Experience" area and Supplemental Questionnaire. REQUIREMENTS TO QUALIFY:
Option I: Graduation from an accredited college* or university with a Bachelor's degree in Computer Science, Information Systems, or a closely related field**
-AND- Two (2) years of paid, full-time experience within the last four (4) years in information systems analysis managing a portfolio of utility data and implementing energy consumption load management controls in a centralized*** information technology organization.
Option II: Three (3) years paid, full-time experience within the last four (4) years in information systems analysis managing a portfolio of utility data and implementing energy consumption and load management controls in a centralized *** information technology organization .
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL EXPECTATIONS: 2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

***Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official (or, at the Sheriff Department, the coordinated executive command structure) for the department or major organizational unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.
Additional Information Our Assessment Process: This assessment will consist of a structured interview weighted 100% covering Technical Knowledge in the Field, Utility Data Management and Demand Response, Adaptability, Problem Solving and Analytical Skills, Interpersonal Skills, and Oral Communication Skills.
Candidates must achieve a passing score of 70% or higher on the examination to be added onto the list of eligible candidates.
