    THE POSITION

    As the appointed Chief Executive Officer of the City, this position is responsible for planning, directing, managing, and reviewing the activities and operations of the City of San Juan Bautista. The role operates under the policy direction of the City Council in accordance with municipal law for the benefit of City residents. It involves coordinating City services and activities across various departments and external agencies. Additionally, it includes providing highly responsible and complex administrative support to the City Council, offering advice with substantial discretion and judgement in analyzing the best approaches for recommendations and decisions.

    A few of the top priorities for the new City Manager:
    • Economic development
    • Infrastructure improvement
    • Land use, general plan, zoning
    • Updated contract fire
    • Maintenance of historical and cultural parks and open space

    The new City Manager will guide the following upcoming CIP projects:

    Streets - $3,500,000

    Utilities projects - $32,000,000

    Parks projects - $300,000

    Community facilities projects - $350,000

    Originally known as San Juan de Castro after the Mexican secularization of 1833, the town was officially incorporated in 1896.     QUALIFICATIONS

    Education and Experience:

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, or a related field. Master’s degree is desirable, and

    Five (5) years of experience in a public agency management position responsible for the formulation and implementation of programs, budgets, and administrative operations.
    BENEFITS
    • 2 weeks (80 hours) paid Vacation annually; [increases to 3 weeks (120 hours) after 5 years; and 4 weeks (160 hours) after 10 years]
    • 2 weeks (80 hours) paid sick leave annually
    • 4 hours paid administrative leave per pay period for managerial employees
    • 11 paid holidays and 2 floating holidays annually
    • Paid health benefits including vision, dental and employee assistance program, for the employee, opportunity to provide benefits to spouse and family members at employee’s pre-taxed wages (voluntary) and opportunity to sign up for AFLAC at employee’s pre-taxed wages (voluntary)
    • Social Security - City participates in Social Security Program
    • CalPERS 457 investment program with 3% contribution by the City (voluntary)

    SELECTION PROCESS

    Application - Qualified candidates are required to submit a Letter of Interest and a focused resume detailing their recent (within the past 10 years) experience and demonstrated career accomplishments relevant to this position along with their application online.     Minimum Qualifications (MQ) Appraisal - All completed application packages will be reviewed for each applicant's ability to meet the minimum work experience, training, and education qualifications. A training and experience evaluation may be used as part of the evaluation process.

    Remote Screening - The most qualified candidates from application assessment may be invited to a Remote Screen Interview Examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for the week of March 31, 2025.

    OUR HISTORY

    Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges:

    1. Decreasing revenues
    2. Increasing demands (and costs) for services, and
    3. Loss of experienced staff.

    Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party.

    WHO WE ARE

    Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agenciesIn November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website.

    RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed.
