    The City of Kingman is seeking an individual for a Planner with our Development Services Division. The Department may exercise their option to underfill this vacancy as a Permit/Planning Technician. Our team members enjoy working on a variety of projects in a team-focused, customer-oriented environment. The ideal team member should be able to demonstrate their capabilities to perform a variety of experienced technical assistance to developers and the general public.

    OVERVIEW

    The City of Kingman is located in Mohave County approximately 100 miles southeast of Las Vegas and 195 miles northwest of Phoenix nestled between the beautiful Cerbat and Hualapai Mountain Ranges along historic Route 66. In 2019, Reader’s Digest named Kingman one of the “Nicest Places in Arizona” for its thoughtful residents and spirit of generosity.     GENERAL DESCRIPTION OF POSITION

    Performs a variety of routine and complex administrative, technical and professional work in the current planning programs of the city related to the implementation of land use and related municipal plans and policies. Provides experienced technical assistance to developers and the general public to achieve compliance with the City’s planning and zoning policies and procedures in the Development Services Department; Performs professional planning, research, data analysis, and report writing duties; Assures that City codes, policies and procedures are followed.

    Works under the general supervision of the Director of Development Services.

    SUPERVISION EXERCISED

    None generally. May supervise support staff, part-time or temporary employees or volunteers, as assigned.

    Minimum Qualifications/Special Requirements

    PLANNER - SALARY GRADE 113

    EDUCATION AND EXPERIENCE
    • Bachelor’s degree in Urban Planning, Landscape Architecture, Engineering, Architecture, Business or Public Administration or closely related field and
    • One - three (1-3) years professional planning experience, preferably municipal and/or county planning experience within Arizona.
    • Any combination of education, experience and training which demonstrates the knowledge and experience to perform the work.

    SPECIAL REQUIREMENTS
    • Valid Arizona Driver's license or ability to obtain one prior to employment.
    • Possess professional certification through the American Institute of Certified Planners (AICP) or ability to obtain certification within one (1) year of hire to the position.

    PERMIT/PLANNING TECHNICIAN - SALARY GRADE 105

    Education and experience:
    • Graduation from a high school or GED, supplemented by two years of related technical or college training in engineering technology, civil engineering, planning; administration or a closely related field; and
    • Two (2) years of experience working in a building or planning department with six (6) months to one (1) year of experience in computerized building permit applications processing, or
    • At least two - three (2-3) years of customer service and technical experience in a building trades or permitting environment.
    • Any combination of experience and training which demonstrates the knowledge and experience to perform the work.

    SPECIAL REQUIREMENTS
    • Must possess a valid Arizona State driver’s license or have the ability to obtain one prior to employment;
    • Possession of ICC Permit Technician Certification or required to obtain within the first six (6) months of employment with the City in this position.
    • Must be physically capable of moving about on construction work sites.
    • Must be available to attend after hours meetings - occasionally.

    PLANNER - SALARY GRADE 113
    • Provides information, interprets and explains land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and the general public.
    • Reviews development and related land use permit applications, site plans, variance applications, etc.
    • Examines and makes recommendations on business license applications, special event applications and building permits to ensure compliance with established plans and ordinances, and applicable local, State or Federal regulations, as well as zoning, sign and related regulations
    • Solicits input for appropriate staff, schedules hearings and actions, monitors through the approval process, enforces compliance with regulations.
    • Assists the public with inquiries and problems in submitting applications for development plans, proposed zoning changes, variances, conditional use permits, text amendments, subdivision plats, and General Plan amendments.
    • Conducts property and site inspections.
    • Administers the sign code; Reviews and approves sign permit applications.
    • Provides technical assistance for planning projects.
    • Provides staff support to City boards and commissions as needed and assigned.
    • Enforces zoning ordinance violations through activities to include field inspection, personal contacts, and written communications.
    • Prepares presentations and reports to supervisors, boards, commissions, civic groups and the general public.
    • Prepares graphics and maps for a variety of reports, plans, grant applications, publications or meetings.
    • Performs research, compiles data, reviews case files, and writes reports for review by department staff and City commissions and committees.
    • Prepares and presents assigned planning and zoning cases and issues.
    • May facilitate pre-development meetings to review and discuss project proposals; Coordinates meetings with staff from other City departments and public meetings for neighborhood residents.
    • Represents the City at meetings with outside organizations and citizen groups; Leads or participates in meetings.
    • May be required to adjust work schedule to be present early mornings, evenings, nights, holidays or weekends as needed.
    • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.
    • Assists with review of lot combine/uncombined, parcel plats, subdivisions, site plans, text amendment and other reviews conducted by the Development Services.
    • Conduct General Plan and Zoning Map verification and familiar with GIS and aerial mapping systems.
    • Use Permit System for tracking permits, projects, zoning violations cases and more.
    • Create and regularly update spreadsheets and various databases for recordkeeping and file maintenance principles and procedures.
    • Keep organized files of projects and meet project and meeting deadlines.
    • Research property history, ownership and prepares zoning verification letters.
    • Familiar with reviewing recorded subdivision plats, record of surveys, parcel plats and other recorded information in relation to property history.


    PERIPHERAL DUTIES
    • Serves as a member of various staff committees as assigned.
    • Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning.
    • Assists other planning staff members in City administrative functions as assigned.
    • Performs related duties as required.
    • Performs special assignments as requested.

    PERMIT/PLANNING TECHNICIAN - SALARY GRADE 105
    • Serves as an initial point of contact for citizens who are seeking information on acquiring building permits.
    • Provides information at the counter, by telephone and through correspondence in response to questions regarding building ordinances and codes, building permit application process and procedures.
    • Assists the public in completing applications and other necessary forms.
    • Reviews applications; Accepts construction plans and plan documents for permit processing, and calculates fees for plan check, building, plumbing, mechanical, electrical, and other types of building permits; Issues permits which require inter-departmental review or the services of Building Inspectors.
    • Issues permits as authorized upon receipt of all documentation and approvals; Calculates and collects fees and other revenues.
    • Coordinates routing of various plans and permits to appropriate City departments for information as necessary to complete permitting process.
    • Accepts construction plans for appropriate departmental personnel to check.
    • Utilizes information systems as required in the processing, filing and managing of records associated with applications, permits, and other systems as required.
    • Researches, compiles and analyzes data for special projects and various reports.
    • Recommends and participates in implementation and improvement of policies and procedures.
    • Prepares and maintains databases, reference manuals, files, records and correspondence.
    • Receipts all monies collected and prepares daily deposits.
    • Processes permits for building, residential and miscellaneous projects confirming proper reviews have been completed, information entered correctly in computerized system and appropriate fees have been applied.
    • Coordinates the permit process by logging, labeling, routing, tracking and monitoring submitted plans, field reports, design changes notices and other related documents.
    • Provides information to the public on permit code regulations and ordinances.
    • Maintains records and related correspondence and documents and presents oral and written reports as requested.
    • Performs a variety of clerical and administrative support tasks related to the permitting process.
    • Answers the telephone, replies to questions or refers inquiry to appropriate departmental personnel for resolution.
    • Maintains absolute confidentiality of work-related issues and City information.
    • Communicates and acts in a professional manner with the public, co-workers, and work contacts.
    • Regular attendance is an essential function of this job to ensure continuity.
    • May be required to work early mornings, evenings, holidays or weekends as needed.
    • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.
    • Ensures safety of self while participating or visiting inspection on sites to include traversing, entering and exiting sites. Recognizes appropriate OSHA requirements and protocols are in place prior to placing self into the area of inspection.

    PERIPHERAL DUTIES
    • Verifies accuracy of legal descriptions.
    • Performs mathematical calculations relative to assigned projects.
    • May serve as a member of various employee committees
    • Writes correspondence, memos and reports to effectively communicate information to customers and others.
    • Provides back-up to other related positions.

    PLANNER - SALARY GRADE 113

    NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
    • Thorough knowledge of land use planning/development and zoning laws and comprehensive plans including their formation, process of adoption, and enforcement; economic development and related principles, methodologies, processes, and practices.
    • Research methods and sources of information necessary to City planning functions.
    • Working knowledge of City’s master plan and development documents, philosophy, processes, and goals; City codes regulating development review and design standards, including public review and hearing processes.
    • Personal computers utilizing standard and specialized software, including GIS software applications.

    PERMIT/PLANNING TECHNICIAN - SALARY GRADE 105

    Knowledge: Considerable knowledge of modern office practices and procedures including computer literacy to include use of specialized permitting programs, electronic spreadsheets and word processing applications, and records management practices; Working knowledge of building plans, codes, ordinances and related terminology; Architectural drawing principles, maps, construction plans and specifications, and what comprises a complete set of building plans; Pertinent local and state building, zoning, engineering and planning codes and regulations related to the permit process;

    Standard practices and procedures for permit application review, evaluation, and approval, including documentation; Customer service procedures and techniques; Mathematical principles required to perform related technical calculations; English spelling, grammar and punctuation; and general bookkeeping, accounting and budgeting principles and practices and cash handling processes.

    Skills: Considerable skill in arriving at cost estimates and calculating permit fees; Skill in reading maps, plans and drawings, reports, permit applications and inspection reports; Applying applicable code books, ordinances, rules and guidelines to permit reviews; Determining, calculating, tabulating or summarizing data/information; Working under pressure of deadlines; Explaining and interpreting the City’s code regarding the building permit application process; Reviewing building permit application documentation for accuracy and completeness; Operating a personal computer utilizing standard and specialized software; Assessing and prioritizing multiple tasks, projects and demands; Maintaining department records management; Troubleshooting problems; Utilizing communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction; Maintaining a professional demeanor during stressful situations, and establishing and maintaining cooperative working relationships with employees, officials, other agencies and the general public; Dealing tactfully and courteously with the public; Tactfully dealing with irate customers.
