  • Job Description

    Examples of Duties

    Duties may include, but are not limited to, the following:
    • Performs complex and highly responsible fiscal monitoring and fiscal record-keeping functions for the assigned County Department.

    • Makes journal entries, fiscal transactions, reconciles accounts, ledgers, expenditures and other fiscal transactions. Also identifies sub-budget needs, making necessary adjustments.

    • Provides supervision, evaluation and training to assigned personnel.

    • Provides consultation regarding fiscal matters for staff; coordinates complex budget and fiscal procedures with other government agencies.

    • Directs the preparation of claims and invoices to State or Federal agencies.

    • Bills and monitors contracts for assigned department and initiates budget transfers as necessary.

    • Develops salary projections for budgeting programs as well as preparing accounting and fiscal reports based on records maintained.

    • May have responsibility for negotiation of contracts and grant writing/monitoring.

    • Coordinates all departmental communication requisitions.

    • Develops blanket purchase orders and purchases Department/Office equipment.

    • Analyze and monitor investment portfolios and ensures portfolio compliance.

    • Research market data and summarize information.

    • Assists with a variety of fiscal and other record-keeping duties as needed.


    Minimum Qualifications

    Education:
    Equivalent to successful completion of the courses required for a major in accounting at an accredited four (4) year college or university; or successful completion of a professional accounting curriculum given by an approved institution which included courses in elementary and advanced accounting, auditing, cost accounting, and business law (related accounting experience may substitute for the required education on a year for year basis.)

    OR

    Experience:
    Four (4) years of progressively responsible experience in performing fiscal and/or professional accounting duties. Supervisory experience desirable.

    Essential Functions

    ESSENTIAL FUNCTIONS
    • Operate modern office equipment including business computers, software applications, and integrated software systems.

    • Communicate effectively with others in person and over the telephone.

    • Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions and prepare reports.

    • Resolve conflicts and respond appropriately to complaints.

    • Complete multiple priority projects with conflicting deadlines and under stressful conditions.

    • Maintain confidential information in accordance with legal standards and/or County regulations.

    • Administer a budget, personnel and programs.

    • Establish and maintain filing systems.

    • Train, evaluate and supervise assigned staff.

    • Frequent use of depth perception, peripheral vision and color perception.

    • Occasionally lift, carry, reach, push, pull, twist and manipulate large and small objects.

    • Frequent use of hand-eye coordination.

    • Frequent use of data entry device including repetitive hand and arm motion.

    • Occasionally lift and carry up to 40 pounds.

    • Normal dexterity, frequent holding and grasping.

    • Sit or stand for long periods of time.

    • Regular attendance is an essential function.

    Knowledge of:
    • Generally accepted accounting principles, accounting theory, practices and their application to a wide variety of fiscal transactions.

    • Principles, problems and methods of fiscal recordkeeping, monitoring, management and cost accounting.

    • County policies and procedures.

    • Working knowledge of the laws, ordinances and regulations governing the financial operation of a public agency.

    • Grant monitoring and administration.

    • Administrative survey techniques and skill in their application.

    • Statistical and research methods.

    • Purchasing methods and procedures.

    • Effective methods of training and supervision.

    • Internal auditing and control methods and processes.

    • Depending upon assignment, may be required to have knowledge of Commercial banking functions, bank relationship management and interest and risk rate exposure.

    Ability to:
    • Analyze and evaluate fiscal records and accounting problems to develop appropriate solutions.

    • Plan, organize, direct and supervise the fiscal monitoring and record keeping of the assigned department.

    • Coordinate purchasing activities and provide consultation to staff on fiscal problems and procedures.

    • Develop information and prepare a variety of reports.

    • Communicate effectively both verbally and in writing.

    • Professionally represent assigned department with other departments and government agencies.

    • Establish and maintain cooperative working relationships with subordinates, other employees and the general public.


    HOLIDAYS & LEAVES
    MANAGEMENT LEAVE


    May receive, depending upon classification, 96 hours per Fiscal Year.

    VACATION

    10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 40 hours).

    SICK LEAVE

    0.0625 hours sick leave for each paid regularly scheduled work hour. 16 days (130 hours per year) with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.

    HOLIDAYS

    Twelve paid holidays annually plus two optional holidays.

    BEREAVEMENT LEAVE

    Five (5) regularly scheduled consecutive workdays.

    Management Disability Insurance - Unit 20 Unrepresented Management Levels A-E - 100% premium paid by employer

    County-paid Life and Accidental Death & Dismemberment Insurance

    • Level A & B $85,000
    • Level C $55,000
    • Level D & E $35,000

    Voluntary Term and Whole Life Insurance are available - premium paid by employee

    RETIREMENT
    DEFERRED COMPENSATION


    The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.

    MERCED COUNTY EMPLOYEE RETIREMENT ASSOCIATION

    The retirement plan is a defined benefit plan administered pursuant to the County Employees Retirement Law of 1937 and other provisions of the California Government Code. MCERA members also pay into Social Security. The applicable benefit formula is dependent upon your hire date with an MCERA employer; your pension amount will be determined by your age, years of service and final compensation amount.

    Anthem EAP services provide up to five face-to-face counseling sessions per incident and provides a toll-free "800" hotline available 24/7 for emergencies and crisis intervention. EAP services include counseling services, legal services, financial services and work-life resource services.

    The County of Merced has partnered with Employee Savings Tickets to provide discounted coupons and tickets for all county employees to attractions throughout the state and out-of-state.
