Job Location: Remote telework, with the official domicile located within the state of Missouri in the Northwest region (Regions 4 & 5). This position requires travel within the counties identified in Regions 4 & 5 of the Northwest Region .
Why you’ll love this position: First Steps is Missouri’s Early Intervention system for infants and toddlers, birth to age three, who have delayed development or diagnosed conditions that are associated with developmental disabilities. The federal law governing First Steps is Part C of the Individuals with Disabilities Education Act (IDEA). The Department of Elementary and Secondary Education (DESE) is the lead state agency responsible for implementing the First Steps program. First Steps is a voluntary program which provides families the tools they need to help their child be successful.
- Serve as the local, primary point of contact for System Point of Entry (SPOE) contractors in the region(s) assigned.
- Attend SPOE staff and early intervention provider meetings in the regions assigned, as requested and available.
- Provide technical assistance and training on Missouri First Steps guidance and policies to SPOEs and early intervention providers.
- Provide information and/or technical assistance to school districts and stakeholders on First Steps policies and procedures.
- Support collaboration between the Missouri First Steps program and local Early Childhood Special Education programs.
- Assist with resolving issues between SPOE staff and providers or parents as needed.
- Participate in regional and statewide advisory councils, as needed.
- Identify, create, and provide trainings based on regional and statewide needs utilizing onsite, virtual, and on-demand formats.
- Develop, review, and update guidance for the First Steps program.
- Assist with statewide stakeholder and/or contractor meetings.
- Oversee efforts of SPOEs and providers in the assigned region to attain compliance with state and federal regulations associated with Part C of the Individuals with Disabilities Education Act (IDEA).
- Provide programmatic oversight and general contract management activities in the region(s) assigned.
- Collect and interpretate program data to support the practices of SPOEs and early intervention providers in the regions assigned.
- Review program data regularly for trends to assist with data driven decision-making, continuous quality improvement, and the successful operation of the First Steps program.
- Assist with the preparation and review of state and federal reports, including the Annual Performance Report and State Systemic Improvement Plan.
- Assist with State Plan updates and quality improvement initiatives.
- Process and investigate billing issues reported for SPOEs and providers within the assigned region(s).
- Investigate practice issues involving SPOE staff or providers in the regions assigned.
- Perform and manage multiple tasks in a fast-paced environment.
- Perform other duties as assigned.
- Demonstrate regular, reliable, and engaged attendance.
Minimum Qualifications:• Bachelor’s degree from an accredited four-year college or university with a major in education, early childhood, child/human development, social/human services, family studies, or a related field.
OR• Four or more years of work or technical experience in the field of education, early childhood, child/ human development, social/human services, family studies, or a related field.
