Job Summary/Objective: The Assistant Elections Manager performs complex technical, supervisory, and public relations work for the Albemarle County Electoral Board and the Department of Voter Registration and Elections in accordance with specific federal, state, and local voter registration and election laws and regulations. Secondarily responsible for preparing for and administering all federal, state, and local elections held in Albemarle County’s 31 voting precincts, and in the County’s Early Voting locations in advance of election days. Work is performed under supervision of the Elections Manager, with latitude for independent judgment. Provides specialized support services and division operational management for the Electoral Board in the completion of designated duties related to election administration.
Supervisory Responsibilities: - Secondarily responsible for recruitment, training, supervising and evaluating the performance of 400+ Election Officials.
Essential Functions: - Assists Elections Manager in safeguarding and supervising the programming and maintenance of all
- county voting machines and related equipment;
- Assists Elections Manager in working with schools and private facilities that serve as voting precincts,
- polling places and Early Voting locations to ensure compliance with federal and state regulations, and preparedness for all elections;
- Assists Elections Manager, Electoral Board, Registrar, and office staff in developing training materials and curriculum for training of precinct Election Officers and temporary assistant registrars who serve in the county’s Early Voting locations in advance of election days;
- Assists Elections Manager and Registrar in preparing voting machines, electronic pollbooks, ballots, and other elections materials for delivery to Early Voting locations and to voting precincts on election days;
- Assists candidates for local offices with all paperwork necessary for candidates to qualify to seek elective office;
- Assists Elections Manager in reviewing periodic campaign finance reports from candidates and elected officials to ensure compliance with state campaign finance reporting laws and notifies Elections Manager and Electoral Board of deficiencies and need to assess fines;
- Assists Elections Manager in managing complex and extensive physical and computerized Electoral Board, Election Official, election, and candidate records;
- Assists Elections Manager in scheduling regular and special meetings of the Electoral Board in accordance with the Virginia Freedom of Information Act;
- Assists Voter Registration Department staff with all voter registration operations, including data entry into statewide VERIS voter registration and elections management database;
- Assists in inventorying and maintaining election supplies;
- Assists in management, storage, and retention of Electoral Board and election records;
- Assists in the selection of polling places;
- Assists in designing, and development of materials to increase efficient election day and early voting operations;
- Provides other project development support to Elections Manager, Electoral Board, Registrar, and office staff, as needed;
- Assists in the redistricting process and in other precinct change activities;
- Identifies voting equipment needs and assists in the review and recommendation of voting systems;
- Maintains current knowledge of federal and state voter registration and elections laws and Department of Elections regulations, by attending regular, periodic election official training programs of the Virginia Department of Elections, the Virginia Electoral Board Association, and the Voter Registrars Association of Virginia;
- Attends Electoral Board meetings and functions;
- Performs other duties as assigned.
Competency: Knowledge/ Skills/Abilities: - Thorough knowledge of standard office procedures, practices and equipment;
- Ability to work with minimal supervision;
- Ability to learn and apply specific federal, state and local voter registration and election laws and regulations;
- Project planning and development ability;
- Strong communication skills;
- Demonstrated ability to operate a personal computer, including word-processing and database management (using Microsoft ACCESS);
- Ability to deal with the public and others with tact and diplomacy;
- Must take a quadrennial oath of office as Deputy Registrar of Voters, Albemarle County.
Required Education and Experience: - Any combination of education and experience equivalent to graduation from an accredited four-year college or university.
Preferred Qualifications/Certifications: - Experience in project management, business administration, or related field is highly desirable.
- Experience as an Electoral Board Assistant or Assistant Registrar is strongly preferred.
- Experience as a voting precinct election officer is highly desirable.
Physical and Mental Requirements: - Must be a qualified voter in the Commonwealth of Virginia (24.2-112, Code of Virginia).
- The Assistant Elections Manager is appointed for a term not to exceed that of the appointing registrar and serves at the discretion of the registrar.
- The Assistant Elections Manager may not be a paid or volunteer worker in the campaign of a candidate for nomination or election to an office filled by election in whole or in part by the qualified voters of his/her jurisdiction.
- The Assistant Elections Manager may not hold elective office and may not be the employee or deputy of an elected official.
- Primary work is performed in the Voter Registration Office located in the 5th St. County Office Building, and in the Voting Machine Storage Area.
- Incumbent is responsible for maintaining regular contact with the General Registrar and the members of the Electoral Board regarding ongoing activities.
- Frequent interaction with County staff, general public, candidates for office and elected officials.
- All work must be completed in a non-partisan fashion, and incumbent must be able to tactfully handle partisan political statements made by officials, candidates or the general public.
- Work is generally performed in an office setting, with occasional travel to other sites (primarily within Albemarle County).
- Site visits may include educational and religious institutions used, or proposed to be used, as voting locations.
- Requires frequent sitting or standing for extended periods with occasional moderate lifting.
- Requires operation of a variety of standard office machines.
- Periodic evening, weekend work and overtime is required as workload dictates.
All County staff must maintain residence within the Commonwealth of Virginia. Salary Range: The hiring range for this position $24.98 - $27.61 per hour, which is approximately $51,954 - $57,422 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity.
