    The Behavioral Health (BH) Informatics & EHR Manager provides strategic leadership and operational management to ensure the delivery of innovative and effective information technology (IT) solutions that align with the needs of the Behavioral Health department. This role collaborates closely with clinical and business leaders to evaluate, implement, and optimize the Electronic Health Record (EHR) system, data architecture, analytics, and related IT services to advance clinical care, compliance, and operational efficiency.
    The manager serves as a critical liaison between the Behavioral Health (BH) department and Health Care Agency (HCA) IT leadership, ensuring seamless alignment with HCA’s IT and Data Informatics strategic direction, technology standards, and regulatory requirements.

    PAYROLL TITLE: Staff/Services Manager III

    EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

    DEPARTMENT/AGENCY: Health Care Agency - Behavioral Health

    Staff/Services Manager III is a Management classification and is not eligible for overtime compensation. This classification receives benefits at the MB3 level.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only, which is a Regular position.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Provides oversight and direction to EHR and Data teams;
    • Cultivates a collaborative and high-performance work environment to meet organizational goals;
    • Leads the operation, optimization, and management of the department’s EHR system and core applications;
    • Oversees data architecture and workflow integration, ensuring alignment with clinical decision-making processes and enterprise solutions;
    • Partners with BH business and clinical leadership to assess application functionality, reporting capabilities, and integration strategies;
    • Facilitates the identification of needs for new or modified clinical IT services and develops actionable plans;
    • Acts as a bridge between clinical staff, IT teams, and other departments to address and resolve system-related issues with minimal operational impact;
    • Designs and implements comprehensive training programs for end-users to support effective adoption and utilization of EHR and related technologies;
    • Assists in developing and implementing strategic IT and data informatic plans, including project proposals, budgets, and deployment strategies;
    • Aligns IT initiatives with department goals and regulatory requirements;
    • Collaborates with HCA IT leadership to ensure integration with HCA’s strategic direction, technology standards, and compliance requirements;
    • Leads and manages IT projects, ensuring on-time delivery, budget adherence, and alignment with organizational priorities;
    • Maintains a comprehensive project portfolio and provides regular updates on progress, challenges, and outcomes;
    • Stays informed about healthcare IT trends and federal/state regulations, particularly interoperability mandate and data exchange standards;
    • Recommends and implements technology upgrades or systems to ensure compliance and support departmental goals; and
    • Performs other duties as required to meet organizational needs.


    Typical Qualifications

    These are the entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE:
    Any combination of education, training, and experience equivalent to a Bachelor's degree in Public Administration, Health/Mental Health Care Administration, Business Administration, Information Technology, or Computer Science or a closely related field AND five (5) years of management experience, including supervisory experience, in a health care environment or department.

    NECESSARY SPECIAL REQUIREMENTS
    • Must possess and maintain a valid California driver license

    Desired:
    • Graduate degree in Business Administration or a related field.
    • Experience working in Behavioral Health departments.
    • Proficiency in EHR systems, clinical and operational software, and analytics tools.
    • Certifications such as a Certified Professional in Healthcare Information and Management Systems ( CPHIMS), Project Management Institute ( PMP), or Information Technology Infrastructure Library (ITIL).
    • Expertise in project management, strategic planning, and quality improvement initiatives.
    • Strong oral and written communication skills, including presenting complex subjects to diverse audiences.

    Knowledge, Skills, and Abilities:
    Considerable to thorough knowledge of:
    • Strong leadership and team management
    • In-depth understanding of healthcare information technology systems and trends
    • Proficiency in data analytics, system integration, and reporting tools
    • Principles and techniques of budgetary preparation and analysis, fiscal management, organization and staffing
    • Application of office automation to business processes
    • Contract negotiation
    • Marketing of services both internal and external to the County
    • Public relations

    SUPPLEMENTAL QUESTIONNAIRE - Qualifying: All applicants are required to complete and submit the questionnaire for this exam at the time of filing. The supplemental questionnaire may be used throughout the exam process to assist in determining each applicant's qualifications and acceptability for the position.     APPLICATION EVALUATION - Qualifying: All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.

    COMPARATIVE SCREENING - Qualifying: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questions.

    ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
