    POSITION

    Under general supervision, assists with engineering plans and specifications for the City’s capital improvement projects.

    This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.

    TASKS
    • Assist with the development of capital improvement project plans and specifications using engineering best practices and principles;
    • Research project design requirements and formulate scheduling and time and material costs;
    • Perform complex calculations for design specification, review and submit project plans, and conduct field inspections;
    • Monitor contractor and staff compliance with project plans and specifications;
    • Oversee and verify material delivery, proper equipment, and labor usage, and worksite availability;
    • Assists in resolving conflicts and interfaces with citizens and contractors at all phases of construction;
    • Collects information for creating documents, reviewing plans and specifications to provide substantiating support for dispute resolution and status reports;
    • Prepares and finalizes office memorandums, letters, and status reports; maintains files and records.
    • Represent the department in meetings with other departments, council members, the public, consultants, and contractors.


    QUALIFICATIONS

    Bachelor’s degree from an accredited four-year college or university in Engineering or closely related field, AND three (3) years experience in construction management OR possess an Engineer-in-Training Certification from the State of California. Depending on the needs of the City, incumbents in this job classification may be required to possess or obtain additional licenses and certifications.

    KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
    • Knowledge of engineering best practices principles, methods, and techniques; Government regulations pertaining to water, sewer, stormwater, NPDES, conservation, etc.; Practices and procedures of project management; Governmental processes related to bidding, consultant/contractor selection, design, and construction , applicable federal, state, local laws, regulations, ordinances, and best practices and principles of budget management.
    • Skilled in performing complex m athematical and engineering formulas; material testing best practices, capital improvement project planning and designing techniques, occupational hazards and safety precautions; planning and designing specifications for engineering projects, providing and following oral and written instructions in English, and establishing and maintaining productive working relationships;
    • Ability to read and interpret architectural and civil drawings and construction site plans, prepare plans, specifications, and bid documents, prepare and present clear, concise, and comprehensive reports, interpret and apply policies, procedures, and regulations, identify, analyze, and recommend alternative solutions to various problems, manage multiple projects and meet strict deadlines, and establish and maintain effective working relationships with City employees, contractors, consultants, outside agencies and the general public.
    • Proficient in using a variety of computer applications commonly found in a modern office environment, including standard desktop office applications such as the Microsoft Office Suite, fiscal/budget, content management, and resource databases;


    THE SELECTION PROCESS

    Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
