    The Chief of the Personnel/Payroll Services Division (PPSD) is a senior executive within the Office of the State Controller (SCO), responsible for overseeing payroll administration for 265,000 state employees, including civil service and California State University (CSU) personnel. Reporting to the Chief Administrative Officer, the PPSD Chief ensures statewide payroll compliance, operational efficiency, and strategic workforce management. This role also leads the transition from the Uniform State Payroll System (USPS) to the new California State Payroll System (CSPS), modernizing payroll processes for long-term efficiency.

     

    This position requires expertise in payroll administration, workforce policy, and public finance, making it ideal for an experienced executive with a strong background in government payroll operations and technology transformation.  The ideal candidate is a seasoned leader with expertise in payroll administration, labor relations, and public sector finance, capable of managing complex change initiatives and fostering cross-agency collaboration.
