    Job Objective:

    The Eligibility Supervisor performs difficult professional work in an equitable and inclusive team environment. Supervises the activities of a diverse group of eligibility, support, and related staff, ensuring the effectiveness of all benefit programs. Actively participates in organizational development, management, and leadership of the department, which is a high-performance, team-based organization.

    Supervisory Responsibilities:

    Programmatic and employee performance responsibilities, including hiring, plans of assistance, and employment termination assessment and recommendation.

    Essential Functions:
    • Provides administrative and programmatic supervision to staff and coordinates the assignment of caseloads while adjusting to the needs of the agency and policy changes; provides leadership in workload management and ascertains work is accomplished, assures quality of work, and makes final decisions when appropriate;
    • Leads and provides management oversite for the planning and performance for high-risk, high liability program areas that carry substantial fiscal impact;
    • Establishes methods of ensuring compliance with policy, procedures, and guidelines through monitoring, supervisory conference, and other methods deemed appropriate;
    • Coordinates and monitors activities of staff in carrying out benefit determinations and related work;
    • Participates in process development and revision by evaluating program effectiveness and implementing changes; meets with community groups to discuss programs and resources and develops/maintains cooperative relationships with public and private entities, may engage in public speaking or other media methods to respond to media inquiries
    • Gathers and analyzes data, prepares regular and special reports and or documentation for developing and implementing agency and county administrative policy;
    • Interviews applicants for employment and recommends hiring and other personnel actions such as promotion and discipline, evaluates staff performance, creates and oversees employee plans of assistance;
    • Trains staff in the application of existing and new policies, procedures, and guidelines, and provides clarification and guidance involving policy application;
    • Participates in departmental Management Teams and internal and external work groups;
    • Performs related tasks as required.

    Required Education and Experience:
    • Considerable knowledge of current social, economic and health issues and trends; principles and practices of effective supervision; public assistance programs, policies, and regulations; the literature in the field of eligibility determination; casework supervision principles and practices; and effective interviewing techniques.
    • Working knowledge of computer systems and standard office software to include the state Department of Social Services human services systems.
    • Skill in operating a personal computer and the associated office and agency software.
    • Demonstrated ability to work effectively with others; work independently supervising and training others to deal effectively with the public; plan and manage work effectively; communicate effectively both orally and in writing; interpret laws, policies, and regulations and to make decisions based thereon; plan and supervise work activities, including service delivery, training, recordkeeping duties and organizational operations; develop and maintain good working relations with internal and external customers; and evaluate financial assistance programs.
    • Workers in this position are required to drive and they must meet the eligibility requirements of the County’s safe driver policy. Workers must be willing to travel occasionally overnight and may be required to manage emergency shelters for the public. The candidate may be subject to criminal history and central registry background checks.

    Preferred Qualifications/Certifications:
    • Considerable knowledge in policy and guidelines in the area Benefit Programs, i.e. SNAP, TANF, Medical Assistance, Energy Assistance.
    • At least 2 years of experience in delivering benefits programs;
    • At least 2 years of experience providing supervision to staff in a human services field;
    • Experience working in the automated systems for Benefit Programs in Virginia.
    • Current or prior supervisory experience or work experience in a leadership role.
    • Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

    Physical and Mental Requirements:
    • Supervisory work typically in an office setting and/or telework environment, requiring use of alternative approaches to influence outcome;
    • Frequent contacts with state and local agencies requiring use of tact in dealing with sensitive, controversial, and confidential material;
    • Participates in meetings related to community partnerships and strategic alliances.

    Remote Work:

    This position is eligible for a remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    The Salary Range:

    The hiring range for this position is $29.22 - $35.72 per hour ($60,786 - $74,294 annually). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
