    The Agency Instructor I is responsible for instructing and facilitating emergency management-related training courses for the Cooperative Agreement program in a challenging adult learning environment. Utilizes knowledge of adult learning theories and learning styles to maximize learner success and ensure the overall effectiveness of the course instruction. This position will perform online and classroom instruction and field-based skills training and may provide technical assistance in a specialty area. Maintains skills and a current knowledge base to meet current and future instructional requirements and adapt course curriculum, when necessary, to meet learner needs. Uses a variety of media to present course material, assists with developing new and updated curriculum content as required, and aids in quality control of part-time instructors to include maintenance of records, reports, and documentation of activities during each course or exercise delivery.

    This positionreports to the Agency Training Manager and offers a unique opportunity for professional growth and development in emergency management and adult education.

    Required Qualifications:
    • Associate’s degree from an accredited college or university or equivalent combination of education and experience.
    • Five years of experience in related incident management operations, emergency response planning, incident management operations, emergency response planning, and/or emergency management in an educational setting.
    • One year of experience in adult education and training to include training concepts and programs.


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
    • Completion of IS 700, 800, ICS 100-200.


    Preferred Qualifications:
    • Bachelor’s Degree from an accredited college or university.
    • Five or more years of experience in designing and providing adult training.
    • Seven or more years of experience in one or more of the following: critical infrastructure risk management, threat and risk assessment, incident response, incident command, prevention and deterrence, antiterrorism, and/or counterterrorism, law enforcement, public health, public works, emergency management, fire service, hazardous materials, government admin/military.
    • DHS Instructor Certification.
    • Basic Instructor Certificate or equivalent.


    Physical Requirements:
    • Ability to support training delivery for up to 10 hours/day.
    • Physical conditioning is consistent with setting up classrooms and moving heavy training equipment and instructional materials.
    • Ability to travel independently to other and remote locations by driving and flying on commercial airlines


    Knowledge, Skills, and Abilities:
    • Advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), Including multi-agency coordination systems, emergency operations centers, and incident command operations in emergency response settings.
    • Working knowledge of critical infrastructure security, resilience, and risk management principles.
    • Excellent communication and presentation skills.
    • Strong interpersonal and organizational skills with others.
    • Ability to multitask and work cooperatively with others.
    • Ability to interact with senior leaders in higher education.
    • Knowledge of essential office software and instructional programs.
    • Knowledge of principles and methods for teaching and instructing individuals and groups.
    • Knowledge of media production, communication, and dissemination techniques and methods.
    • Ability to facilitate and instruct groups of various sizes.
    • Skilled in utilizing various learning and active listening strategies.
    • Ability to comprehend and express information orally and use inductive and deductive reasoning.
    • Ability to interact respectfully and professionally with customers, co-workers, and staff of all levels.
    • Working knowledge of essential office software, computers, and instructional programs.
    • Excellent small-group facilitation and team-building skills.

    Equipment:
    • Standard office equipment: computer, keyboard, multifunctional printer, telephone.

    Notification:
    • This position is security sensitive.
    • This position may require work beyond normal office hours and/or work on weekends.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position allows telecommuting per TEEX guidelines.
    • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
    • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.


    Essential Duties, Tasks, and Percentages:

    Training Delivery and Program Support - 80%
    • Coordinates with lead instructors to schedule travel and deliver classes.
    • Delivers course instruction, provides technical assistance for the Protective Services Program, and ensures that the course is effectively and efficiently presented following TEEX-certified curricula and customer contracts.
    • Arrives before the course is scheduled to ensure classrooms and training areas are prepared for class delivery, including safely setting up and disassembling equipment, course props, and other materials.
    • Develop instructional techniques and use various learning techniques to accommodate various learning styles when presenting course material.
    • Facilitates class discussions, monitors performance, and ensures all participants have achieved terminal objectives of the course.
    • Initiates and maintains collaborative classroom discussions and monitors learner performance.
    • Submits all required reports for assigned courses promptly upon completion.
    • Upon course completion, ensure that training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for.
    • Develops and maintains subject matter expertise to include current and emerging issues.


    Training Documentation - 10%
    • Completes all required course documents promptly and participates in course debriefs with the instructional team, as applicable, to determine delivery areas of improvement.


    Course Development and Review - 5%
    • May assist with developing and updating customized lesson plans, outlines, training aids, manuals, and scenarios for practical application.
    • May assist with reviewing curriculum and instructional materials to ensure relevance to current doctrine and best practices.
    • May assist with developing and overseeing quality control of exercises/scenarios.
    • May assist with modifying or developing course content to meet changing needs and objectives, including visuals and
    • instructional materials to meet specific education and programmatic requirements.


    Fiscal and Administrative Responsibilities - 5%
    • Makes sound fiscal decisions in the planning and execution of course deliveries.
    • Submits administrative paperwork, including timesheets and travel expenses/receipts, within the required time frame per agency and division policy.


    Other Duties:
    • Completes all required TAMUS training and maintains required professional credentials.
    • Actively participates in team meetings and events.
    • Maintains and safeguards assigned divisional equipment and property.
    • Performs additional work duties as assigned.
