    The Division of General Services provides essential support services to state agencies that include printing, mail services, management of the state fleet, and administration of the legal expense fund and the state employee workers’ compensation program. General Services also maintains responsibility for the statewide in-house recycling program, transfers and/or disposes of state agencies’ surplus, and administers the Federal Surplus Property Donation Program.

    This program manager position manages the self-sustaining Missouri State Agency for Surplus Property Program (MOSASP). MOSASP administers the Federal Surplus Property Donation Program that enables eligible organizations to obtain surplus property no longer required by the federal government at economical cost. This position also oversees the State Surplus Property Program, ensuring the efficient management, redistribution, and sale of state assets through auctions, MOREuse - the State Property Reuse Resource, and Missouri State Recycling Program (MSRP). The MOSASP Program Manager also ensures compliance with state and federal policies, rules and regulations while optimizing financial returns from surplus property.

    Strategic Alignment:

    • Actively contribute to the development and implementation of a clear vision and strategic plan for the Missouri State Agency for Surplus Property Program, aligning with the organization's overall goals and objectives.

    • Promote cost-saving measures and sustainability to enhance operational efficiency across state departments and contribute to the organization's objectives of maximizing resource utilization, reducing waste, and supporting environmental goals.
    • Support communities throughout the State of Missouri by offering quality, economical surplus property.


    Operational Management:

    • Oversee all operations related to the State and Federal Surplus Property Programs and the State Recycling Program.
    • Plan, direct, control the storage, distribution, and sale of surplus property under Federal and State Surplus Property programs.
    • Maintain an up-to-date State plan in accordance with the U.S. General Services Administration (GSA) requirements.
    • Oversee the Surplus Property inventory tracking system to identify and document location and status of surplus property.
    • Oversee and manage records effectively to ensure compliance with state and federal regulations.
    • Oversee accurate management of eligibility applications, updates, and compliance in adherence to legal and regulatory requirements.
    • Perform an annual physical inventory of all federal surplus property.
    • Assist Division Budget and Finance Manager in preparing financial statements and with MOSASP’s reporting requirements with GSA.
    • Oversee the Missouri State Recycling Program and partner with state agencies to facilitate fiscally and environmentally responsible strategies for re-use and recycling of state property.
    • Prepare and submit the Annual Recycling Report to summarize Missouri state government’s accomplishments in the areas of recycling, waste reduction, and recycled-content product procurement, in accordance with RSMo 34.031.
    • Regularly monitor program progress against key performance indicators (KPIs) and identify areas for improvement, proactively proposing adjustments as needed.
    • Collaborate with division project manager on the development of detailed project plans, including timelines, milestones, resource allocation, and risk mitigation strategies for each project within the program.
    • Manage program budget effectively, tracking expenditures against allocated funds and identifying potential cost-saving opportunities.
    • Proactively identify and address potential issues, taking decisive action to resolve challenges and mitigate risks.
    • Make informed decisions based on data analysis and relevant information, considering all perspectives and potential impacts.
    • Ensure adherence to state policies and procedures and federal rules and regulations, addressing any non-compliance issues promptly.


    Team Leadership:

    • Maintain open and transparent communication with team members, including regular team huddles and individual check-ins.

    • Clearly communicate team goals and priorities, regularly providing updates and feedback to team members.

    • Foster a culture of collaboration and teamwork, encouraging cross-functional communication and problem-solving.

    • Recognize and celebrate team achievements.

    • Encourage and support the professional development of team members through mentoring, training opportunities, and career planning.

    • Ensure team members comply with all state policies and procedures and federal rules and regulations, upholding ethical standards in all business practices.


    Collaboration and Communication:

    • Collaborate effectively with other departments, OA divisions, and GS programs to achieve shared objectives and facilitate smooth workflows.

    • Build and maintain positive relationships with key stakeholders across departments, ensuring their needs are understood and addressed. Effectively communicate program updates and address stakeholders’ concerns.

    • Regularly communicate program status updates to leadership and team through clear, concise reports, highlighting achievements, challenges, and necessary actions.


    Succession Planning:

    • Actively work on succession planning for critical roles within the program to reduce risk of disruption and increase operational resilience.

    • Create comprehensive documentation of processes, procedures, and key information to facilitate knowledge transfer.


    Continuity of Operations

    • Actively participate in the development and implementation of a comprehensive plan to ensure critical business functions can continue during a disruption, by identifying essential operations, assigning roles and responsibilities to team members, regularly testing the plan, and communicating clearly with team members about emergency procedures and their roles in maintaining operational continuity.


    Minimum Qualifications

    • Technical or professional education and/or experience in public administration, surplus property, warehouse, waste management and/or recycling experience, records management, or closely related area.

    • Knowledge of supervisory practices.

    • Ability to train, supervise, and evaluate team members.

    • Ability to evaluate processes and make policy recommendations.

    • Ability to organize work assignments.

    Preferred Qualifications

    • Be action-oriented, demonstrate superior organizational abilities and excellent communications skills.

    • Actively listening to team members at all levels of the organization.

    • Ability to work with team members at all levels of the organization and effectively communicate across broad audiences.

    • Good understanding of data analysis and an ability to analyze data to gain insights and take appropriate action.

    • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.

    • Understanding and interaction with Tableau dashboards
