    The State Energy Office assists, educates, and encourages Missourians to advance the efficient use of diverse energy resources to drive economic growth, provide for a healthier environment, and achieve greater energy security for future generations. You will work with a s part of a team to research, develop, and prepare funding and planning opportunities for Missourians. You will be responsible for reporting, compliance, oversight, and metrics.

    This position is with the State Energy Office located within the Division of Energy at the Missouri Department of Natural Resources, and will be located at 1101 Riverside Drive, Jefferson City, MO 65101.

    • Create and maintain a tracker for all State Energy Office reports, assist with report completion, and ensure reports are submitted to the US Department of Energy in accordance with regulations and program guidelines



    • Assist with collecting data for and writ ing the annual State Energy Program grant application



    • Assist with developing , implementing, and maintaining State Energy Office standard operating procedures



    • Perform monitoring and oversight for State Energy Office record keeping, deadlines, and planning to ensure compliance with federal and state regulations



    • Assist other State Energy Office team members with tracking and data collection for energy efficiency pilot programs



    • Assist with defining and tracking State Energy Office milestones and metrics



    • Work with the Division of Energy’s Project Specialist on data compilation and collection for the State Energy Office



    • Other reporting, monitoring, or data collection as assigned by the State Energy Office Program Manager



    Minimum Qualifications

    • Bachelor’s degree and 3-5 years of applicable experience (Substitutions may be allowed.)



    • Knowledge of Microsoft Word and Excel



    • Ability to comprehend , interpret, and apply federal and state regulations, policies, and procedures



    • Ability to establish and maintain effective working relationships with staff, other agencies, organizations, and the public



    • This position requires a valid driver’s license



    Preferred Qualifications

    • Grant administration and compliance experience



    • Knowledge of federal and state regulations



    • Ability to work independently on assigned projects



    To be successful in this Position, a candidate will need the following skills:

    • Grants Management Laws, Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence .



    • Manages and Organizes Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods .



    • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes .



    • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately .



    • Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner ; works with minimal supervision; is motivated to achieve demonstrates responsible behavior.



    • Strategic Thinking: Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.



    • Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.



    E quivalent to those typically gained by:

    • Bachelor’s Degree from an accredited college or university in business, environmental policy, or other environmental science-related field (Additional education or experience may substitute for the required education or experience . )



    • 2+ years of professional experience in a policy, regulatory, advocacy, or related role



    • Knowledge of or experience with Missouri’s energy landscape and/or state or national energy initiatives
