THE DEPARTMENT: The Budget Planning & Analysis (BPA) department plays a vital role in ensuring the university’s financial stability and strategic resource allocation. Under the leadership of the Assistant Vice President of Budget Planning & Analysis, the department oversees budget development, financial analysis, and campus-wide fiscal planning to align resources with institutional priorities. BPA is responsible for managing the university’s central budget, coordinating budget operations, and leading the transition to the Questica budget system to enhance transparency and efficiency. Through data-driven decision-making, process improvements, and cross-campus collaboration, the department strengthens fiscal stewardship while providing essential training and guidance to empower university stakeholders in effective budget management.
DUTIES AND RESPONSIBILITIES: LEADERSHIP & SUPERVISION
- As a key leader within the university’s financial administration, the Director of Budget Planning & Analysis (BPA) provides strategic direction and operational oversight to ensure the department’s effectiveness and alignment with institutional goals.
- Reporting to the Assistant Vice President for Budget Planning & Analysis, the director fosters a culture of excellence by providing clear guidance, training, and mentorship to staff, ensuring high-quality service and seamless budget operations.
- Acting as a change champion, the director leads the campus-wide transition to the Questica budget system, streamlining budget planning and enhancing financial transparency.
- Through continuous process improvements, data-driven decision-making, and cross-campus collaboration, the director plays a pivotal role in strengthening fiscal stewardship and advancing the university’s financial priorities.
BUDGET PLANNING
- The Director of BPA plays a critical role in the university’s budget planning and execution. This includes contributing to short- and long-term financial planning, conducting quarterly all-funds financial reviews, performing position-level analysis, compiling financial and ad hoc reports, and overseeing budget operations.
- The director is responsible for executing the approved annual operating budget by developing and maintaining a clear budget timeline, issuing budget allocation memos, and ensuring the accurate and timely submission and processing of all divisional and central budget plans.
- Additionally, the director leads the annual FIRMS submission, reporting the adopted campus budget plan, student fee rates, and fee revenues to the Chancellor’s Office. Beyond facilitating the campus-wide budget planning process, the director develops and manages the university’s central budget, which includes benefits, mandatory costs (e.g., utilities, risk management, leases, and financial aid), and the BPA department budget.
- As the custodian of both the central and BPA budgets, the director conducts regular reviews, variance analyses, and projections to ensure fiscal accuracy and sustainability.
BUDGET OPERATIONS
- The director leads the BPA team in managing efficient day-to-day budget operations, including:
- Processing budget transfers, Position Budget Adjustments (PBAs), and inter-fund transfers (IFTs)
- Allocating month-end benefits
- Posting monthly labor cost distributions (LCD) and payroll adjustments
- Processing and reconciling capital cash and budget transfers
- Ensuring timely completion of month-end and year-end financial activities
- Conducting monthly reconciliations between the Questica budget system and the financial ERP (PeopleSoft Common Financial System (CFS) This role requires balancing detailed operational oversight with a strategic, institution-wide perspective to maintain budgetary alignment with available resources.
POSITION MANAGEMENT
- As the department responsible for campus position management, BPA ensures accurate creation, modification, monitoring, and reporting of all positions and their associated budgets.
- With over 80% of institutional operating resources dedicated to personnel, the director plays a critical role in overseeing position management, ensuring compliance with standard procedures, and guiding projections of compensation increases and allocations at the position level.
- As a subject matter expert in Questica, the director demonstrates expertise in position control, PBAs, budget planning, comparative analysis, financial projection, and OpenBook data visualization. The director also possesses a strong understanding of Questica’s integration with PeopleSoft HR (transitioning to the Common HR System) and the Common Financial System (CFS). Additionally, the director provides leadership in training the campus community on effective Questica utilization.
TRAINING & DEVELOPMENT
- The director plays a critical role in building budgetary expertise across the campus by leading comprehensive training initiatives. This includes educating stakeholders on fundamental budgeting principles, financial analysis techniques for both short-term and long-term planning, and the technical intricacies of the Questica budgeting system.
- By providing clear and accessible training, the director empowers campus leaders and budget managers to make informed financial decisions that align with institutional priorities.
- Additionally, the director is committed to continuous learning, staying at the forefront of system capabilities and exploring innovative ways to maximize the functionality of Questica to enhance budget planning, analysis, and reporting.
QUALIFICATIONS: - Bachelor's Degree - in Business or similar field: from an accredited institution.
- Driver's License, Valid and in State
- Two (2) years experience supervising, leading, managing professional-level staff.
- Five (5) years of knowledge and experience analyzing, interpreting and projecting multi-fund financial and program data in a large and complex organization.
- Knowledge and experience with budgeting processes and budget operations as it relates to various funds (operating and capital).
- Experience in financial strategic planning, analysis, management; demonstrated effectiveness in resource planning, budget modeling, data analysis, and presentation;
- Prefer experience using component of the campus Common Management System (PeopleSoft/Oracle Finance, HR and Student Administration) or similar system in preparation of financial reports and Questica budgeting system
- Experience in cost/benefit analysis and return on investment analysis;
- Experience in higher education administration preferred that would demonstrate understanding of the principles, practices, and procedures of financial and business operations;
- Critical thinking including the understanding of the use of information and data as it relates to systems, stakeholders, decision making and the support of institutional leadership;
- Working knowledge of GAAP and fiscal closing processes;
- Working knowledge of statistical and forecasting methods and tools; Knowledge of fund accounting, fund usage, and accounting procedures;
- Ability to manage multiple complex projects and assignment in consultative, efficient and effective manner;
- Ability to make independent judgements and decisions; prioritize and work independently without supervision; maintain confidentiality; and anticipate problems and initiate corrective action;
- Possess excellent interpersonal and communication skills - both verbal and written;
- Ability to establish and maintain positive working relationships with others within and outside the work group; ability to work with a variety of internal and external constituencies;
- Self-starter, with a pro-active attitude toward tasks and can work within established deadlines
- Must be able to: work on multiple tasks at the same time; understand and implement accounting and budgeting practices; conduct financial research and analyze information accurately; implement and maintain budgeting and position management software.
PREFERRED EXPERIENCE: - Master's Degree - in Business or similar field and/or CPA is preferred
- Certified Public Accountant (CPA) Upon Hire Preferred
- Working knowledge of statistical and forecasting tools
- Working knowledge of the broad scale CSU fiscal closing process and GAAP;
- Experience within the CSU system or other higher education institution preferred;
- Experience using components of the campus CMS (PS/Oracle Finance, HR, Student Admin) or similar system in preparation of financial analyses;
- Experience in higher education administration preferred that would demonstrate understanding of the principles, practices, and procedures of financial and business operations
