    Summary

    Responsible for overseeing implementation of the City’s bond and capital improvement programs through internal and contracted project and construction management teams.  Facilitates program and project strategic planning process to include financial management, project scheduling, coordination of project management, and management reporting to accomplish organizational capital goals. Serves as a conduit of information between project managers, design professionals, city management, and city council.

    Essential Duties and Responsibilities include the following. Other duties may be assigned.

    • Acts as the primary internal and external contact for major City construction programs and projects.

    • Manages bond program and select major capital improvement programs

    • Manages selection of consulting firms and other outside services contracted for accomplishing management and program goals.

    • Provides status reports and presentations to City Management, City Council, and public interest groups.

    • Drives the implementation of governance processes to manage the portfolio of strategic programs and projects, including prioritization, resource allocation, and measurement against goals to ensure the business commitments are achieved.  Creates a collaborative partnership among executive leaders and other capital portfolio stakeholders and enables resource demand planning, change management, and project planning decisions

    • Directly involved in defining capital projects and developing budgets associated with the strategic plan. This includes mapping out short and long-term project needs and associated project/program funding schedule requirements. 

    • Manages internal and external staff assigned to Project Management Office.

    • Coordinates with consulting firms, project managers, and departments to accomplish program goals.

    • Reviews and approves architectural and construction pay applications and invoices for processing.

    Knowledge, Skills & Abilities:

    • Extensive knowledge of design principles for vertical and horizontal construction

    • Extensive knowledge of federal, state and local land development regulations

    • Extensive skill in reading and interpreting construction documents and drawings.

    • Extensive knowledge in the fields of business managerial concepts

    • Advance skill in Microsoft Office applications

    • Knowledge of construction principles and the ability to effectively evaluate means and methods of good construction to vertical and horizontal construction projects

    • Ability to effectively work with the management, governing bodies, the public, consultants, contractors, engineers, architects and other City employees

    • Ability to prepare and manage operating budget

    • Demonstrated skill in program and project management

    • Skill with information technology

    • Ability to mentor and develop others

    Licenses and Certifications

    • Project Management Institute Certification: PMP, PfMP, or PgMP

    • Valid Class C Texas driver's license

    Physical Requirements / Work Environment

    Work is performed in an office environment, traveling to and from job sites and meeting locations, and at construction locations which involves exposure to outdoor environmental conditions and typical construction jobsite hazards.

    Minimum Qualifications

    • Bachelor’s Degree in Architecture, Civil Engineering, Construction Management, or related field of study

    • Ten or more years of progressively responsible experience in construction program and/or project management

    • At least five years of management experience

    • Project Management Institute Certification: PMP, PfMP, or PgMP is a plus

    • Prior municipal experience is plus

    Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

    Preferred Qualifications

    Education/ Experience:      

    • Experience with consulting or project management with some experience in delivery of municipal projects

    • Experience managing multiple, interrelated projects or project portfolios.
