  • Job Description

    The Position

    OPEN AND PROMOTIONAL EXAMINATION - SIX MONTH PROBATIONARY PERIOD

    Under the direction of senior management, this position performsa variety ofsemi-skilled tasks that include, rough carpentry, installing reinforcing steel, concrete and asphalt work, and building electrical conduit lines, vaults, and maintenance holes for the installation of electrical cables and equipment.

    Essential functions of the job include, but are not limited to, the following:

    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Determines proper positioning of conduits (depth and spacing) working from information on engineering drawings and blue prints.

    Encases conduits with concrete. Backfills excavations using slurry as well as flooding and tamping to achieve proper compaction.

    Excavates for duct lines and electrical vaults. Installs wood and/or hydraulic shoring as needed. Installs conduits to proper spacing and joins conduit ditch.

    Places temporary and permanent asphalt and concrete paving repairs.

    Keeps records and makes simple reports relating to time, material and equipment used.

    Exercises independent judgment in performing designated tasks and modifies procedures where necessary to maintain production.

    May be required to participate in related divisional cross-training efforts based on operational necessity.

    Experience and qualifications gained in this cross-training may apply towards promotional opportunities and transfers.

    Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience

    Two years of full-time paid experience as a maintenance laborer or in a position which provides experience in maintenance and construction work associated with pipeline construction, asphalt work, electrical conduit construction, concrete work, carpentry, or underground utility construction.

    Education/Training

    Graduation from high school or attainment of a State Board of Education issued certificate of proficiency, or attainment of a GED certificate, CHSPE certificate, HiSET certificate, or CPP certificate.

    License(s) / Certification(s)

    Valid Class C California driver's license.

    Valid California Class A driver's license is required prior to completion of the probationary period.

    Knowledge, Skills & Abilities

    Knowledge of:

    Electrical theory pertaining to the hazards of working around energized equipment and cables in underground vaults and substructures.

    Skill in:

    The assembly of conduit and the construction of underground substructures.

    The operation of heavy construction equipment.

    Ability to:

    Provide exceptional customer service to all employees and vendors.

    Model and practice the highest standards of ethical conduct.

    Applicable safety rules and regulations for the construction, maintenance and repair of electric utility underground infrastructure systems.

    Apply theoretical knowledge and on-the-job training.

    California Public Utilities Commission General Orders 128.

    Construction, maintenance and operation practices and procedures on electrical utility underground infrastructure systems.

    Communicate effectively in English.

    Develop necessary skills from on the job training and meet standards of performance for the classification by the end of the probationary period.

    Differentiate between different colors.

    Foster a spirit of teamwork when leading a crew.

    National Electric Code.

    O.S.H.A. Rules and Regulations.

    Prepare simple written reports and keep records.

    Read, write, and comprehend directions in English.

    Work in confined spaces.

    Other Characteristics

    Willingness to:

    Assume responsibility for maintaining a safe working environment.

    Work overtime as requested or required.

    Promotional Eligibility

    Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).

    Note

    An equivalent combination of experience, education and/or training maybe considered as a substitute for the listed minimum requirements.

    Selection Process

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicants' experience, education, and personal fitness for the position.

    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Any evaluation will be based on the candidate's education and experience as related to the position. Any examination will be to evaluate the candidate's education, experience, knowledge and skills for the position. The City of Glendale reserves the right to modify the above stated examination components and/or weights. Should this be necessary, the candidates will be notified of the specific examination components and weights prior to the administration of any examination.
