    Position Description

    Project Managers perform professional project management duties including establishing project objectives and schedules; managing the scope of work, reviewing project budgets, and participating in services procurement process; interdepartmental and interagency coordination; and performing related project management work as required. Project Manager incumbents perform assignments under direction and are responsible to plan, organize, administer, develop and implement strategies related to the specific project assignment. Incumbents in this classification plan and carry out activities with minimal direction and exercise managerial responsibility and accountability for the City's capital, improvement, and housing projects including establishing goals and setting project schedules; troubleshooting project issues; negotiating development transactions; developing project budgets, monitoring revenues and expenditures; managing consultants; providing projects updates to staff; preparing reports for Council, and performing related project management duties as required.

    The ideal candidate will be a critical thinker with a responsibility to logically, and persuasively, present to stakeholders and contractors project ideas and complex material both verbally and in writing. Additionally, the ideal candidate will possess knowledge of principles and practices of organization and administration including methods and techniques used in project management, program analysis and evaluation, and strategic planning. A demonstrated knowledge of fiscal and operational financial administration and an ability to display and maintain the highest degree of initiative, maturity, ethics, vision, and good judgment are highly desirable.

    The current vacancies exist in the Department of Public Utilities and Transportation. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City's discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.

    Pay,Benefits, & Work Schedule

    BENEFITS: UNIT 13 Classification: City of Fresno Professional Employees Association (CFPEA)

    HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
    FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
    DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
    MANAGEMENT LEAVE: 60 hours per fiscal year for exempt employees.
    ANNUAL LEAVE: Accrue 15.5 hours per month with cash out provisions.
    SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
    HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
    LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.
    LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium paid by the City.
    BILINGUAL PREMIUM: PAY: $100 per month
    HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax free.
    RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
    DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

    The Requirements

    Possession of a bachelor's degree from an accredited college or university in finance, real estate, business administration, public administration, engineering, urban planning, transportation planning, construction management, economics, architecture, or a related field.

    -And-

    Two (2) years of project management experience in one or more of the following areas: real estate development, fixed asset capital financing, governmental planning, transportation planning, accessibility planning, redevelopment, economic development, construction management, inspection, permits/plan check, engineering, public utilities projects administration or a related field. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    Additional Requirements

    Possession of a valid California Driver's License may be required at time of appointment.

    Within five (5) years of appointment, incumbents must obtain a Project Management Professional (PMP) certification through the Project Management Institute and shall maintain this certification throughout employment in the classification. Failure to obtain the required certification within the specified time period and maintain for the entire term of employment in this classification shall be cause for termination.

    Recruitment may be limited to a specific area of expertise as required by operational needs.

    The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno, and sign a confidentiality agreement. If hired with the Airport you must clear Airports TSA fingerprinting and extensive investigative background.

    Selection Process

    The selection process may consist of the following:

    APPLICATION REVIEW - Qualifying Only: Applications submitted will be reviewed and a limited number of the most qualified candidates may be invited for a panel interview. The selection will be based upon those applications and resumes which demonstrate the greatest breadth and depth of applicable education, experience, skills and training appropriate to the desired assignment. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for a proper evaluation.

    NOTE FOR REQUIRED ACTION: Upon final review of applications, only the most qualified will receive a request for Exam Reservation. Those who do not respond to the request by the set cutoff date will not be scheduled for the Oral Examination. Subsequently, the next most qualified applicant will be invited for the Oral Examination. Therefore, it is your responsibility to ensure you are checking your email frequently so that you can receive and respond timely.

    ORAL EXAMINATION - 100%: A panel of subject matter experts will conduct a job-related panel interview to evaluate each candidate's training, experience and personal traits for the position. This examination may consist of separate panels to evaluate for attributes necessary for specific assignments. Dependent upon area(s) of interest and qualification, candidates may participate in several panels. Candidates must achieve a passing score to qualify for the eligible list. The panel interview has been tentatively scheduled for the week of March 20, 2025.

    The City reserves the right to amend any phase of the examination process should there be a limited number of successful candidates. Should such amendment be exercised, a candidate's final score and placement on the eligible list would be based upon the completed test phase(s).

    Veteran Preference Regulations

    Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
