  • Job Description

    This recruitment will establish an employment list to fill current and any future vacancies within the Registrar of Voters Office. The anticipated life of the employment list is six months.     Current vacancy is with the Registrar of Voters Office, located in Visalia.

    Typical Duties

    Review and decipher system messages in order to troubleshoot system operational problems and malfunctions; maintain software, hardware and related components required by the elections equipment and other automated operational systems; diagnose malfunctions to determine if problem is software or hardware related and perform corrective action or arrange for repair as necessary; install, load and test software and updated versions of software programs currently on an automated operational system; load programming and prepare ballot-counting equipment for elections; maintain and perform diagnostics testing of election equipment; prepare test materials and equipment; test and verify ballot counting equipment accuracy before elections, and certify to the State; run jobs and distribute electronic files, printed maps and/or documents to appropriate state agencies, County departments and/or customers as needed; order, inventory, and maintain departmental equipment and supplies inventory; maintain the election’s layer on the Geographic Information Systems (GIS); assist in maintaining and updating Office web page; assist in the supervision and training of the election staff as well as extra help brought in during election time; maintain up-to-date records on software and equipment usage; perform election night compilations and maintain security protocols; perform programming as needed.

    Minimum Qualifications

    Education: Equivalent to completion of the twelfth grade supplemented with college coursework in the Computer Sciences or related field.

    Experience: Three (3) years of increasingly responsible work experience in computer processes, technical document review.

    Knowledge of: Principles of office automation systems; availability, capabilities, and limitations of computer packaged software; computer terminals, and computer hardware and software; computer operations system commands, terminology and procedures; operation and use of a Windows based computer system; office procedures; maintenance and distribution of supplies; and record keeping and inventory methods.

    Skill/Ability to: Read and understand technical material such as California laws and procedures and equipment operation manuals; use word processing programs to create statistical and narrative reports, correspondence and documents; maintain and deliver computerized voting equipment; maintain an inventory system of election supplies and equipment; maintain and perform diagnostics testing of election equipment; proofread and detect errors in materials being processed; establish priorities, coordinate and organize work to meet deadlines; communicate with people from various educational and socioeconomic backgrounds in a tactful and courteous manner; give and follow oral and written instructions; provide direction to a variety of people assisting during peak election periods; keyboard accurately from clear copy at a speed of 30 words per minute; organize and maintain warehouse space including lifting boxes, equipment, and climbing ladders. Establish rapport and maintain effective working relationships with co-workers.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of : Office procedures, methods, and equipment including computers and applicable software applications such as ESRIGeographic Information System, word processing, spreadsheets, databases, and other specialized applications related to area of assignment.

    Skill/Ability to: Research code sections affecting election procedures; locate addresses on maps and transfer boundary lines from one map to another; develop and establish procedures and methods; use personal computers and other related automated equipment; Speak Spanish, language usage, spelling, grammar and punctuation

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement:
    The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:

    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance:
    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
