(Central Office in Jefferson City, Kansas City, Saint Louis, or Springfield) Why you’ll love this position:The motor carrier investigations specialist researches, develops, and administers motor carrier programs and policies; interprets related statutes and regulations and serves in an advisory/training capacity to unit supervisors, employees, and motor carriers. Responsibilities are performed under general supervision.
- Obtains/maintains skill performance evaluation certificate to conduct skill performance evaluations (SPEs) for commercial motor vehicle drivers with limb loss or limb impairment requiring an SPE certificate. Evaluates the State’s motor carrier medical exemption program to include skill performance evaluation for limb impairment or amputation and hearing exemption for commercial motor vehicle drivers with impaired or loss of hearing.
- Reviews enforcement cases prior to sending the notice of violations to carriers to ensure accuracy and compliance. Negotiates with motor carrier company officials in resolving cases and gaining compliance by obtaining evidence of compliance or a payment of penalty. Train staff as needed on case structure and compiling enforcement cases.
- • Issues state license suspension orders on motor carriers unfit to operate in intrastate transportation due to an unsatisfactory rating or interstate carriers that are prohibited from operating due to federal out-of-service orders. Monitors rescinded federal out-of-service orders and rescinds state license suspension orders.
- Review safety and economic complaints received from the public and confirm if an investigation is to proceed. Follow-up with complainants as necessary if minimum requirements are not met or if the complaint is beyond our scope of jurisdiction.
- Maintain inspection and investigation certifications. Responsible for requesting FMCSA portal and NEWS account setup and deactivation, issue investigator badge numbers, and disseminate federal software updates to staff.
Minimum Qualifications - Bachelor's Degree: Criminal Justice, Law Enforcement, Safety, Business Administration, or related field, AND three years of experience in motor carrier services activities, OR
- Seven years of experience in motor carrier services activities.
- North American Standard Inspection Certification, General Hazardous Materials, Cargo Tank/Bulk Package, Motor Coach, Skill Performance Evaluation, and Compliance Review courses.
Special Working Conditions: - Job requires occasional, statewide and out-of-state, overnight travel.
