    The Agency Instructor I will assist in training various leadership development courses within the Public Sector Program of the Emergency Services Training Institute (ESTI) Division.You will be responsible for utilizing knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction.You may also perform online and/or classroom instruction, field-based skills training, and/or provide technical assistance. This position is responsible for using a variety of media to present course material and will assist in creating new and/or updating curriculum content, when necessary, to meet learner needs.

    This position reports to the Training Manager.

    Required Qualifications:
    • High School Diploma or GED
    • Four years of experience in fire and emergency services (i.e. Scene response, code compliance, administration, public education and support)
    • One year of experience in adult education and/or training in, at minimum, one of the following areas:
      • Municipal firefighting
      • Fire and emergency services personnel management and training
      • Firefighting emergency response apparatus operations
      • Public education program and training delivery
      • Code compliance program management and training delivery
      • Fire scene investigations and training delivery
      • Fire service leadership development and training
      • Health and safety officer program management and training


    Required Licenses/Certifications:
    • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.
    • At minimum, one of the following:
      • Texas Commission on Fire Protection (TCFP): Fire Service Instructor II
      • International Fire Service Accreditation Congress (IFSAC): Fire Service Instructor II
      • Pro Board: NFPA 1041 Fire Instructor II


    Preferred Qualifications:
    • Bachelor’s Degree from an accredited college or university.
    • Five or more years of experience in Municipal firefighting with experience in one or more of the following:
    • Fire and emergency services personnel management and training

      -Firefighting emergency response apparatus operations

      -Public education program and training delivery

      -Code compliance program management and training delivery

      -Fire scene investigations and training delivery

      -Fire service leadership development and training

      -Health and safety officer program management and training
    • Two or more years of experience in adult education and/or training and a background in training concepts and programs.
    • Experience in Fire Service personnel leadership and development.
    • Texas Commission on Fire Protection (TCFP):
    • Master Structure Firefighter

      -Fire Instructor III

      -Fire Officer IV -Incident Safety Officer

      -Fire and Life Safety Educator

      -Driver/Operator - Pumper

      -Driver/Operator - Aerial

      -Fire Inspector (includes Inspector I and Inspector II)

      -Plans Examiner I

      -Fire Investigator

      -Arson Investigator

      -Head of Department
    • Texas Fire Chief’s Association (TFCA) Academy - Certified Fire Executive (CFE).
    • Texas A&M University May’s School of Business, Center for Executive Excellence Fire Service Chief Executive Officer (FSCEO).
    • Texas Commission on Law Enforcement (TCOLE) - Intermediate Peace Officer.


    Physical Requirements:
    • Ability to work outdoors exposed to various weather conditions, potential allergens and heat.
    • Ability to support training delivery for up to 8-10 hours/day.
    • Ability to communicate orally and in writing.
    • Ability to regularly use a computer/keyboard.
    • Physical conditioning consistent with setting up classrooms, movement of training equipment and instructional materials up to 75 lbs with and/or without assistance.
    • Ability to climb, crawl, stoop, reach and manipulate small equipment components during instruction.
    • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.


    Knowledge, Skills, and Abilities:
    • Advanced working knowledge in fire and emergency services training program management.
    • Excellent oral and written communication and presentation skills.
    • Ability to instruct and provide effective demonstration of required topics.
    • Strong interpersonal and organizational skills.
    • Working knowledge of office software and instructional programs.
    • Knowledge of principles and methods for teaching and instructing individuals and groups.
    • Knowledge of media production, communication, and dissemination techniques and methods.
    • Knowledge of adult learning theories and learning styles.
    • Ability to use a variety of media to present course material.
    • Skilled in utilizing various learning and active listening strategies.
    • Ability to comprehend and express information and use inductive and deductive reasoning.
    • Ability to identify and resolve logistical and pedagogical challenges associated with course delivery.
    • Ability to facilitate and adapt course and course content.
    • Ability to positively and professionally interact with clients and staff, groups of various sizes.
    • Ability to multitask and work cooperatively with others.
    • Computer, keyboard, multifunctional printer, document scanning software and various communications platforms (i.e. Zoom or Teams).
    • Training and field equipment to include live fire training props.


    Notifications:
    • This position is security sensitive.
    • This position may require work beyond normal office hours and/or work on weekends.
    • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
    • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
    • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.
    • This position may allow telecommuting per TEEX guidelines.
    • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.


    Essential Duties, Tasks, and Percentages:

    Provides Training Course Delivery - 75%
    • Instructs/delivers assigned program courses within the Public Sector Leadership Program.
    • Ensures all concerned parties are contacted of the schedule, location, and times.
    • Ensures classrooms are ready for participants.
    • Ensures all course/training materials are prepared before class and secured at the completion of class.
    • Presents lessons in a positive manner using adult learning principles.
    • Ensures all aspects of lessons and activities are covered.
    • Assists in course development and review as needed.
    • Follows approved curriculum course outline.
    • Performs all course exercises as explained in the TEEX Instructor Guide.
    • Ensures all participants have achieved terminal objectives of the course.
    • Maintains subject matter expertise on municipal fire and emergency response training in various programs area (i.e. Structural firefighting, fire apparatus operation, personnel management, classroom instruction, code compliance, public safety education, health and safety officer program management and fire scene investigations).
    • Ensures participants have achieved terminal objectives of the course.
    • Assists in Public Sector Leadership Program course development and review as needed, recommends changes/updates to materials.
    • Ensures completion and collection of student attendance rosters, registration forms, pre-test/post-test, course evaluations, and delivery records forms.
    • Ensures class documentation is completed in an accurate and timely manner in accordance with division guidance and agency requirements.


    Completes Training Documentation - 20%
    • Collects forms at the start of class and ensures students sign the attendance roster.
    • Maintains appropriate student activity documentation.
    • Ensures course evaluations are collected and returned as instructed by Training Manager.
    • Completes all required course documents in a timely manner.


    Performs Fiscal Responsibility - 5%
    • Completes required administrative work to include time/effort paperwork and travel submissions within the required time frame.
    • Completes all required TAMUS training within the requested due dates.


    Other Duties:
    • Maintains a clean and professional appearance.
    • Represents Texas A&M Engineering Extension Service (TEEX) in a professional and positive manner.
    • Responds to emails in a reasonable amount of time (the TEEX Outlook email is the preferred email, all official correspondence will go through this system).
    • Completes individual annual TEEX mandatory training in a timely manner.
    • Utilizes Office 365, Concur, TEEX Outlook, Workday and Sharepoint as necessary tools for the program.
    • Performs additional work duties as assigned.
