    Position Overview:

    This position will serve as the primary IT Business Systems Analyst Senior for the Data, Geospatial and AEC section within Technology Services Division of Capital Delivery Services and will lead the discovery of departmental geospatial data needs and use this understanding to propose, design and build technology solutions that meet those needs.

    Hybrid Work Environment:

    The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.

    90 Day Provision for Additional Vacancy:

    If the same or an additional vacancy occurs within the Capital Delivery Services Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the City of Austin, Capital Delivery Services Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.
    Pay Range
    $37.63 - $47.98

    Preferred Experience:
    • Experience gathering and analyzing user requirements and translating them into data driven solutions.
    • Experience managing multiple projects simultaneously and serving as a lead/mentor to fellow team members.
    • Experience managing the design/development, customization and/or integration of systems and data utilizing both coding and ETL /Data integration tools.
    • Advanced skills using GIS systems and experience developing web GIS using ArcGIS Online and ArcGIS Enterprise/Portal.
    • Ability to work in more than one work location.
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Partner with decision makers, system owners and end users to define business, financial and operations requirements and systems goals. Lead requirements gathering sessions to elicit requirements, specifications, business processes and recommendations related to potential IT solutions. Create more complex models, use cases, process flows, specifications, diagrams and charts to provide direction to developers, designers, and vendors. Develop statement of work for use in requests for proposals. Evaluate compatibility and interoperability of commercial off-the-shelf or in-house technology systems. Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems. Perform cost-benefit and return-on-investment analyses to aid in making IT business decisions. Conduct research on software and hardware products and technology services to justify recommendations and to support purchasing efforts. Write and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in IT applications across the organization. Coordinate and perform tests, including end-user reviews, for modified and new systems, training and other post-implementation support.

    • Knowledge of concepts and principles of application programming, database and system design including Internet and network architectures.
    • Knowledge of legacy and web-based systems interfaces.
    • Knowledge of importing data for use in report software, spreadsheets, graphs and flow charts.

    • Skill in performing requirements development, process modeling, reporting and project management tools.

    City Government
