The Operations & Maintenance Division is comprised of Capital Maintenance and Operations. These two sections are responsible for the planning, construction, operation, and maintenance of roadways, sidewalks, curb-ramps, traffic signals, streetlights, signs & markings, landscaping, and drainage.
The ideal candidate will have experience in the construction and/or maintenance of traffic signals and streetlights, and their associated networks. In addition to knowledge of applicable laws, permits, maintenance principles and standards, and the ability to make sound decisions, this position requires excellent communication skills, and the ability to work independently and exercise good judgment and initiative.

Representative DutiesDEFINITION
Under general direction, plans, schedules, assigns, reviews, and supervises the work of staff and contractors performing maintenance operations within the Public Works Department; plans and coordinates a comprehensive traffic control maintenance program including the installation and maintenance of signals and lighting; activates and times new and upgraded signalized installations; reviews and comments on timing plans and makes recommendations for changes to existing timing plans; oversees and inspects the work of staff and contractors performing traffic signal installation and maintenance to ensure proper work methods and compliance with applicable standards and specifications; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over technical and maintenance staff.
CLASS CHARACTERISTICS
This classification is the supervisory level within the Maintenance Technician series that exercises independent judgment on diverse and specialized traffic control maintenance functions with significant accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff and providing support to assigned management staff in a variety of areas. This class is distinguished from the Operations Manager in that the latter has full management authority in planning, organizing, and directing the full scope of maintenance operations within the department.
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
- Plans, organizes, assigns, supervises, and reviews the work of staff providing support to maintenance operations in the Public Works Department; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other divisions and outside agencies.
- Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
- Answers questions and provides information to the public; investigates and responds to complaints and inquiries from the community, other departments, and agencies; recommends corrective actions to resolve issues.
- Participates in developing and overseeing requests for proposals for contracted services; gathers information to prepare scope of work and any technical specifications; assists with evaluating proposals and award recommendations.
- Oversees and coordinateselectronic traffic control and street light maintenance activities Monitors and inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
- Activates and times new and upgraded signalized installations; reviews and comments on timing plans received from consultants and makes recommendations for changes to existing timing plans.
- Participates in planning, scheduling, and prioritizing capital improvement and traffic maintenance projects; reviews plans and specifications for conformance to construction standards and recommends changes as appropriate to meet operational needs; prepares bid packages and technical specifications for capital purchases; estimates personnel, materials, and equipment required for jobs assigned; researches available resources for quality and price; requisitions materials and parts and maintains inventory.
- Inspects assigned areas for safety violations; ensures that safety procedures are followed, and that safety equipment is worn; works with staff and/or contractors to remedy violations.
- Represents the City in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
- Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.

Education and Experience:
- Completion of twelfth (12 th ) grade supplemented by specialized training or coursework in electr onics , fiber optics, traffic engineering, or traffic signal design and maintenance and three (3) years increasingly responsible experience in the maintenance, repair and operations of traffic controls and street lighting including experience with leading the work of others.
Licenses and Certifications:
- Possession of, or ability to obtain by the time of appointment, an appropriate , valid California driver’s license.
- Possession of an International Municipal Signal Association (IMSA) Levels I and II Traffic Signal Technician certificates.
- Possession of an IMSA Work Zone Temporary Traffic Control Safety Technician certificate.

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Health (Medical) Insurance The City participates in the CalPERS Health Plan (PEMHCA) and offers a "cafeteria plan," which includes a monthly City contribution that an employee may apply toward premiums for medical insurance.
The City's Contribution rates for the 2025 plan year are as follows:
Single: up to $1,001.61 per month
2-Party: up to $2,003.22 per month
Family: up to $2,604.19 per month
Employees who show evidence of other group health insurance coverage and waive enrollment in a CalPERS health plan shall receive a taxable in lieu cash fringe allowance of $300 per month.
Dental Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Vision Insurance 100% City paid for employee and eligible dependents if enrolled in the City's medical plan.
Pet Insurance City employees are eligible to purchase pet insurance at a discounted premium rate through MetLife
. Supplemental Health Insurance The City provides supplemental health insurance up to $15,000 per year for eligible participants.
Retirement Health savings Account City provided defined contribution program for IRS-eligible medical expenses upon retirement.
Holidays Twelve (12) paid holidays per year and sixteen (16) floating holiday hours per fiscal year. Employees who are assigned by the Police Chief to work shifts receive a 5% Holiday Pay Differential in lieu of paid holidays and eight (8) floating holiday hours per fiscal year.
Alternative Work Schedules Available depending on Department
Life Insurance City provides Life insurance at 1X base salary with a minimum of $50,000 and maximum of $300,000. Additional life insurance may be purchased by employee up to a maximum of $500,000.
Military Leave The City will pay qualified employees any difference between his/her base salary and the amount received in military reserve pay for regularly scheduled annual training that requires the employee to take military leave from his/her regular work week.
Retirement -PERS Your CalPERS Pension formula will be dependent upon your hire date with the City of Elk Grove and/or your status with any Public Retirement System.
- 2.7% at 55 if hired before 8/12/12.
- 2% at 55 if hired after 8/12/12 and a current Classic member of CalPERS.
- 2% at 62 if hired after 1/1/13 and not a Classic member of CalPERS.
Internal applicants will remain in their current retirement formula unless they are moving from a safety to miscellaneous classification.
Short Term/Long Term Disability - The City provides Short-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $2,300 per week and Long-Term Disability coverage @ 66.67% of income, up to a maximum benefit of $15,000 per month.
- The City also provides Paid Family Leave coverage @ 60-70% of weekly earnings up to a maximum of $,1623 per week.
