Description The City of Costa Mesa is seeking an experienced and dedicated Maintenance Superintendent to join our talented Public Works team! THE POSITION: There is currently one full-time vacancy assigned to Parks and Landscape Maintenance Under general direction, the Maintenance Superintendent is responsible for planning, organizing, assigning and supervising the activities and the work of several crews engaged in maintenance operations of the Streets and Fleet, Facilities, or Parks and Landscape sections of the Maintenance Services Division. The current vacancy is in the Parks and Landscape section .
The Maintenance Superintendent is expected to exercise a considerable degree of judgment and discretion in establishing work plans and priorities within guidelines established by regulations, codes, and City policy. Formal and/or functional supervision is exercised over a large group of employees, including subordinate supervisors and skilled, semi-skilled and unskilled staff. Performs related duties as required.
EXAMPLES OF DUTIES: - Inspects the maintenance, repair and renovation of City parks and recreational facilities.
- Develops short and long term programs for the improvement of City parks and recreational facilities.
- Provides technical expertise in the area of landscape maintenance, irrigation management, turf maintenance, arboriculture, including the review and recommendations concerning tree removal requests.
- Administers directly and/or through subordinate staff, contracts for urban forestry management, landscape management, vegetation management, lake maintenance or other services related to the operation of a municipal park system.

Plans, organizes and directs activities of assigned section.
Supervises directly, or through subordinate supervisors, all employees engaged in maintenance activities in the assigned section.
Plans and executes a continuing program of long-range preventive maintenance for assigned section.
Prepares specifications, conducts formal and informal bids to secure contract services.
Prepares Requests for Proposals and other related documents to formally and informally obtain bids for services and purchases.
Assists in preparing the Maintenance Services Division annual budget and prepares specifications for maintenance equipment to be purchased.
Orders materials as necessary and reviews requisitions submitted by subordinates prior to submittal for preparation.
Provides technical assistance and advice to subordinates on difficult or unusual problems.
Prepares and maintains computerized equipment and facility management system records and reports.
Prepares or directs the preparation and maintenance of necessary records and reports.
Represents the City in public meetings as necessary.
Performs related work as required.

Qualification GuidelinesA typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows:
EDUCATION, TRAINING AND/OR EXPERIENCE: Possession of a high school diploma or equivalent, supplemented by completion of specialized or college-level courses in project management, business administration, public works, construction, engineering, electrical, mechanical, automotive mechanics, and specialized fire equipment repair and maintenance, landscape management, horticulture, arboriculture or related areas. An Associate's degree in a related field is highly desirable.
Requires three (3) years of progressively responsible experience that includes two (2) years of supervisory and administrative experience in one or more of the following areas: landscape and/or sports turf management; arboriculture; streets, sewers and storm drains construction and maintenance; building facilities maintenance, modification and repair; or automotive, fire and related equipment maintenance, modification and repair; and traffic operations.
An equivalent combination of education and relevant experience that provides the desired knowledge, skills and abilities to successfully perform essential functions may also be considered.
LICENSE AND/OR CERTIFICATE: Possession of a valid California Driver's License Class C. Revocation of license during employment may result in disciplinary action or reassignment.
When assigned to the Parks and Landscape section: Certification by the International Society of Arboriculture (I.S.A.) as a Certified Arborist is required within twelve months of appointment.
Certification by the International Society of Arboriculture (I.S.A.) as a Municipal Arborist is desirable.
When assigned to the Streets and Fleet section: Possession of a valid California Commercial Driver's License, Class B or higher is desirable.
REQUISITE KNOWLEDGE AND SKILL LEVELS: Knowledge of the principles and practices of a preventive maintenance programs; and the knowledge of local, county, state and federal laws and regulations.
Knowledge of general municipal management, public administration, and municipal codes and regulations, including N.P.D.E.S. and OSHA regulations as applicable to public works operations.
Knowledge of the hazards and safety precautions of assigned section.
Knowledge of modern office procedures and equipment including a personal computer and related software applications such as Word, Excel, Access, Power Point, Outlook and databases.
When assigned to the Parks and Landscape section: Knowledge of the materials, equipment and methods used in the maintenance, repair and minor construction work of municipal landscaped areas.
Considerable knowledge of urban forestry practices and arboriculture.
