REPORTING RELATIONSHIP: The State Design Engineer (SDE) reports to the Assistant Chief Engineer (ACE) of MoDOT. This highly responsible position provides oversight in the development and implementation of policies and guidelines for state design issues and provides support services for the development of projects in the statewide transportation improvement program.
PRINCIPAL RESPONSIBILITIES: The State Design Engineer provides direction to units within the design division, including right of way, automated engineering services, bidding and contract services, environmental and historic preservation, local programs administration, design standards, technical support, and administration.
What you’ll do: - Works closely with districts and divisions within MoDOT to develop construction plans for roadway projects. Oversees a team of approximately 85 employees who are responsible for project development from scoping of projects, including right of way acquisition, through bid letting.
- Serves as a champion, change agent, results driver, and key public relations agent on design and environmental issues and other major organizational issues as needed. Has environmental oversight of every facility, maintenance lot, rest area, and mile of roadway that the MHTC owns.
- Approves exceptions to design criteria and prepares information, including bid letting, to present to the Commission for their approval.
- Serves as a chair of the Engineering Policy Committee; represents the department on the American Association of State Highway and Transportation Officials Subcommittee on Design; and serves as a member of the Professional Services Committee. Facilitates the Environmental Steering Committee and provides high-level direction to the department on issues ranging from climate change to the desired gas mileage for the department’s fleet.
- Performs supervisory responsibilities in manner consistent with the department’s Affirmative Action Program.
Minimum Qualifications - Bachelor's Degree in Civil Engineering.
- Licensed as a Professional Engineer or be prepared to achieve licensure as a Professional Engineer in the State of Missouri.
- Over nine (9) years of experience in highway or transportation engineering, including at least five (5) years of supervisory experience.
- Demonstrated experience in managing complex and diverse internal operations as well as evidenced success at achieving real results through the use of innovation and effective partnering is a plus.
At least five (5) years of progressively responsible management experience is preferred; including:
- Proven leadership skills, including a positive history of working collaboratively to establish rapport and credibility among the staff and multiple stakeholders.
- Proven track record of effective use of organizational performance management practices, innovation, and accountability measures.
