Position Description Tacoma Public Utilities (TPU) invites you to join our team as an Apprenticeship Programs Analyst for Tacoma Power! This position is part of our Training, Development, & Apprenticeship team, working within our Power Shared Services (PSS) Department. Under the direction of the Tacoma Power Training & Apprenticeship Manager, this position will serve as the primary point of contact to manage and execute Tacoma Power’s Electrical Trainee (formerly Pre-Apprenticeship) Program. The Apprenticeship Programs Analyst will be responsible for Electrical Trainee program management, overseeing the extensive hiring processes for both Electrical Trainee & Apprenticeship Programs, and management of Electrical Trainee & Apprenticeship outreach activities. This position will serve as the technical advisor responsible for analyzing and compiling data to provide information and proposed strategies to Tacoma Power management on the Electrical Trainee & Apprenticeship program initiatives, outreach, workforce planning and development efforts.
We are looking for someone who is excited to support the strategic plans and business operations of the Training, Development, & Apprenticeship workgroup. This work will assist in development of strategy and implementation of short to long term diversity, equity, access, and inclusion goals. The position will support and help lead the work around creating more diverse hiring pools for trades at Tacoma Power.
Additionally, we are seeking a strong communicator who enjoys building relationships and partnerships with others across the organization and community. The incumbent will partner with stakeholders across Power, TPU, and City of Tacoma (COT) to effectively support the development and deployment of Electrical Trainee and Apprenticeship programs, strategy, and tactics. This individual will need to be able to work independently with adaptability to manage competing priorities and projects.
Additional responsibilities include:- Serve as main point of contact responsible for managing Tacoma Power’s Electrical Trainee Program.
- Manage the six-month Electrical Trainee recruitment and hiring process.
- Manage the six-month Apprenticeship Programs recruitment and hiring process.
- Collaborate with internal departments to ensure equitable processes are utilized in the recruitment and hiring of candidates.
- Partner and support the Electrical Trainee Program Instructor and Training & Apprenticeship Manager to ensure program compliance and success.
- Work with external departments and organizations to represent Tacoma Power and develop industry best practices supporting Pre-Apprenticeship Programs such as the Electrical Trainee Program.
- Primary point of contact for trades & apprenticeship outreach, including working with community partners and developing partnerships with local schools, colleges, and universities.
- Position will require attending after hours and weekend outreach & recruitment events.
- Conducting presentations within the organization and out in the community.
- Responsible for maintaining all Electrical Trainee & Apprenticeship Program statistics, including retention data, program graduation data, current trainees and apprentices and all other Apprenticeship Program data.
- Convenes and facilitates meetings of internal department stakeholders; collaborates with managerial and executive department staff to create work products, policies, procedures, plans and/or programs.
Qualifications Minimum Education* Bachelor's degree in public or business administration or directly related field
Minimum Experience* 4 years of progressively responsible analytical and/or program coordination/management and/or project management experience
*Equivalency: 1 year of experience = 1 year of education
Licensing, Certifications and Other Requirements Valid Washington State Driver’s License or equivalent mobility
Knowledge & Skills Desired Skills/ Experience* - Knowledge of Pre-Apprenticeship, Apprenticeship Programs, and Electric Utility Industry.
- Can effectively organize multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products that are accurate and on time.
- Data reporting experience, including analysis and research.
- Strong interpersonal and consulting skills with the ability to communicate and partner with all levels of the organization and outside agencies.
- Strong communication skills, including experience when implementing a new program or change.
- Public speaking, writing and presentation skills.
- Thrives in a dynamic environment and able to work on various projects simultaneously, requiring strong organizational and time management skills.
- General understanding of current practices and procedures related to people management and/or organizational development and electric utilities, including applicable laws, codes, policies and regulations.
- Advanced knowledge of MS Office, Excel, Outlook, Tableau, PowerPoint, and SharePoint.
