The Position HR Employee Relations - This position will assist with the administration and processing of leave requests in accordance with state and federal leave, and requests for accommodation in accordance with the Americans with Disabilities Act.
The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur. This position receives an additional 5% Confidential premium.Under general supervision performs a variety of moderately difficult technical functions, in the recruitment, assessment, testing and certification process; processing personnel transaction and generating personnel reports; assisting with Wellness Program health and wellness events; and assisting staff in completing various human resources projects. The Human Resources Technician will also perform a wide variety of moderately difficult administrative, technical, and paraprofessional human resources tasks, supporting staff in department operations. Service areas include recruitment and exam development, classification and compensation, employee wellness, workforce development and leadership.

Job Requirements and Minimum QualificationsDepending upon area of assignment, duties may include but are not limited to the following:
- Assists professional Human Resources Department staff in a variety of human resources service areas.
- Assists in conducting new employee orientation by explaining forms to be completed, providing other related information, and answering questions.
- Assists employees and community members in person, by phone or email, dependent on service area.
- Reports administrative and/or operational issues to supervisor.
- Enters and retrieves a variety of complex information into a computer terminal.
- May serve as backup for other positions within the department.
- Performs other related duties as assigned.
Classification and Compensation - Reviews all personnel transactions and supporting documents for accuracy, proper salary calculations, and adherence to County Code, Civil Service, and Memorandum of Understanding language.
- Enters all transactions into Human Resources Information System.
- Assists departments with preparation of personnel transactions and HR paperwork.
- Supports departments regarding salary, evaluations, probationary periods, merit dates and accruals.
- Collaborates with Auditor’s Office - Payroll Division to ensure smooth payroll process.
- Maintains accrual banks.
- May assist with salary and policy/procedure surveys.
Recruitment and Exam Development - Using a cloud-based recruitment system, creates and posts job announcements, notifies applicants, candidates, and departments during recruitment lifecycle.
- Composes and places advertisements with newspapers and online publications; approves/audits invoices for payment.
- Serves as chief/primary proctor of examinations; including ordering and scheduling written, oral and practical exams; scheduling and confirming panel raters, creating & distributing panel member packets; notifying candidates of status; may manually score exams.
- Establishes and maintains eligibility lists by compiling exam scores, applying points and establishing rank; notifies applicants declared ineligible; notifies candidates of exam results, status and eligibility; compiles EEOC information; certifies candidates.
- Monitors and maintains recruitment tracking logs.
- Schedules pre-employment physicals and drug tests, and audits/approves invoices for payment.
- Schedules and may conduct county bilingual exams and certify employees to department for premium pay.
Wellness/Workforce Development and Leadership - Provides customer service and technical support to employees for employee wellness program, employee assistance program and workforce development programs.
- Assists with scheduling, set-up and facilitation of countywide employee wellness events, employee workforce development trainings, and leadership events. Events may include annual flu shot clinics and biometric screenings, trainings, open enrollment health fairs and leadership courses.
- Maintains employee eligibility spreadsheets, tracks program participation, and performs participation audits.
- Creates registration forms, updates wellness website, creates and sends calendar appointments, conference room reservations and organizes/distributes event materials.
- Responsible for distribution of incentive rewards to employees, assists with program communication and all employee mail distribution for scheduled events (ex: annual flu shot clinic, biometric screening, trainings, etc.).
- Maintain wellness lending library, including organization, distribution and tracking of lending library items such as: books, DVD’s, CD’s, etc.
- May also provide support to the Leadership Initiative, New Hire Orientation and Workforce Development Programs.
MINIMUM QUALIFICATIONS REQUIRED: A combination of education, training and experience that provides the opportunity to acquire knowledge, skills, and abilities to perform the essential functions of the job.
Examples of qualifying education, training, and experience:
Equivalent to graduation from a two (2) year college or technical school with course work in human resources, business or public administration, organizational psychology, industrial relations, or a related field;
Or, an Associate’s degree or equivalent from a two-year college or technical school in human resources, business or public administration organizational psychology, industrial relations, or a related field;
Or, a combination of course work in a field stated above and experience performing highly responsible technical experience in a related personnel function (preferably in a public agency) that is the equivalent of two (2) years.
Licenses and Certifications:Valid Driver’s License

HOLIDAYS AND PERSONAL LEAVEMendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.
VACATIONAccrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.
SICK LEAVEPaid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.
