    Essential Job Functions

    • Serves as a technical expert to the department on issues/areas
    • Plans, develops, implements, and supports information technology projects in the department such as development, infrastructure, and hardware/software migration projects and system architecture planning
    • Develops and provides recommendations to improve existing information technology processes
    • Monitors contract activities provided by external vendors
    • Develops, administers, monitors, and evaluates contracts
    • Prepares a variety of technical documents


    Requirements

    SELECTION REQUIREMENTS

    Two years of experience, within the last three (3) years, at the level of Los Angeles County's class of Principal Application Developer*, Principal Information Systems Analyst**, or Principal Network Systems Administrator***.

    License:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    Physical Expectations:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
    Special requirement information:
    *Principal Application Developer is defined as: Performs highly specialized and complex information systems analysis and programming tasks and acts as technical authority for development or maintenance of one or more major systems. This position may also function as a lead for application development projects and may supervise lower level application development personnel.

    **Principal Information Systems Analyst is defined as: Performs highly specialized and complex information systems analysis and design tasks, and provides technical leadership in IT strategic planning, business automation planning, business process improvement and application development. Acts as a lead or technical consultant for complex systems development projects and may supervise lower level Information Systems Analysts and other technical staff.

    ***Principal Network Systems Administrator is defined as: Positions allocable to this class provide technical leadership for the comprehensive support of complex network and server operating system environments. Incumbents perform a wide-range of network-related duties, including the design, implementation, and maintenance of complex networks. This position functions as a lead for complex network systems administration projects and may supervise lower level Network Systems Administrators and other technical staff.

    This examination will consist of two (2) parts.
    Part I: Multiple-choice and/or simulation assessments, weighted 50%,assessing:

    Candidates must meet the Selection Requirements and achieve a passing score of 70% or higher on Part I to proceed to Part II of this examination.
    Part II: IT Job Knowledge assessments, weighted 50%,assessing:
    • Cloud Computing: Knowledge of Cloud Computing Concepts, Cloud Service Models, Virtualization, and Private Clouds
    • Programming Concepts: Knowledge of Algorithms, Complex Data Types, Data Access, Productivity and Quality, Program Flow, Program Structure, Programming Paradigms, User Interface, Variables, Data Types, and Operators.
    • Software Business Analysis: Knowledge of Business Process, Diagramming and Modeling, Documentation, Joint Application Development, Methodologies and Tools, Project Development, Requirements Gathering, System Design, and User Interface.
    • OO Concepts: Knowledge of Architectures/Programming, Classes and Objects, Design, GUIs and Class Libraries, Languages, Persistence and Concurrency, and Process and Practices.

    Candidates must achieve a passing score of 70% or higher on all weighted part of the examination and meet the Selection Requirements to be placed on the Eligible List.

    MULTIPLE-CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.
    Transfer of Test Components
    If you recently took identical components for other exams, the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
    Test Preparation

    Veteran Credit
    If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score. We will need a legible copy of your form DD214 to review, so please include that with your application or email it to the exam analyst at klent@hr.lacounty.gov within seven calendar days from the end of filing period.

    Eligibility and Vacancy Information:
    Candidates who pass the assessments are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies in Los Angeles County Probation as they occur.
