    The Human Resources Department

    The Talent Acquisition (TA) Division is one of ten divisions that comprise the HR Department. Staffed with nine Talent Analysts, one Marketing Analyst, and four HR Technicians, TA provides innovative, responsive, fair, and consistent recruitment and selection services and ensures that the County employs, develops, and retains a qualified and diverse workforce that delivers essential services to the public.

    The Position

    The County of San Mateo HR Department is seeking a dynamic and forward-thinking Talent Acquisition (TA) Manager to lead the development and implementation of new strategies and the expansion of current efforts to attract and retain talent. This role requires exceptional leadership capabilities; a deep understanding of diversity, equity, inclusion, and belonging best practices; and a proactive, solutions-oriented approach to talent acquisition. The TA Manager will be a strategic partner who drives innovative talent solutions, ensuring the attraction, selection, and retention of diverse talent across all levels of the County.

    Reporting to the Deputy Director of Human Resources, this manager has overall responsibility for the staff and activities of the TA Division, which provides centralized recruitment services to all County departments.

  • Job Requirements

    Qualifications

    Any combination of background and experience that would likely provide the required competencies is qualifying. A typical way to qualify is 4 years of progressively responsible professional-level HR experience in a public sector setting, including two years performing supervisory and/or management duties.

    • Creativity and Innovation: Encourages and produces new ideas, programs, approaches, and insights; promotes best practices and leading-edge ideas to improve programs, processes, and procedures.

    • Interpersonal Relations: Understands the importance of strong, positive, and cooperative relationships with department and labor partners, employees, applicants, and other stakeholders from varied backgrounds and in different situations. Perceives, understands, uses, and manages personal emotions and the emotions of others during interpersonal interactions.

    • Communication: Communicates effectively with diverse audiences both orally and in writing. Makes clear and convincing presentations in various settings.

    • Staff Development/Management Ability: Manages staff in ways that improve their ability to succeed on the job. Provides others with clear direction, motivation, tools to perform their work, and ongoing feedback. Seeks development opportunities for staff to expand their skills and expertise. Creates a positive work environment where all staff are motivated to do their best.

    • Strategic Thinking: Formulates effective strategies consistent with the goals and objectives of the County. Sees the big, long-range picture when developing plans or making recommendations or decisions. Employs a solutions-oriented mindset with the ability to overcome challenges and drive continuous improvement.

    • Technical Competence: Understands the principles and practices of public administration and human resource management and demonstrates mastery in talent acquisition strategies. Demonstrates strong knowledge of and experience with DEI principles and best practices in recruitment and hiring.
