    Job Location: This position will be located at 205 Jefferson St., Jefferson City, MO 65101.

    The Office of Childhood Finance section assists customers with the overall monitoring, management, and fiscal compliance of all financial transactions related to child care programs. This section is responsible for ensuring customers are established to receive accurate and timely payments and working with customers to navigate through any payment discrepancies.

    • Review vendor invoices for accuracy and apply correct funding information for payment processing.

    • Process invoices, prepare DPR’s, and request purchase order assignments and encumbrances for payments to vendors.

    • Provide invoicing and payment details to DESE staff, vendors, and other stakeholders, both internal and external.

    • Educate Office of Childhood (OOC) staff on DESE financial policies and procedures for payments and expenditures.

    • Track expenditures across various funding sources.

    • Identify correcting entries needed and submit to Finance Manager for approval.

    • Requests cancellation or replacement of vendor checks when appropriate.

    • Oversee various contracts including new bid requests, amendment/ renewal processing, and technical assistance for local and regional offices within the OOC.

    • Manage equipment needs for the OOC, including ordering, assignment, distribution, collection, and redistribution.

    • Coordinate, process, and track all purchases from MVE and State Printing, including waiver requests.

    • Supply ordering, distribution, and restocking for all OOC staff, including regional offices and remote personnel.

    • Oversee and maintain records documenting all supply and equipment purchasing, including mobility.

    • Coordinate with leadership and programmatic managers to ensure all new staff receive necessary supplies, equipment, and proper network accesses required for a smooth onboarding process.

    • Ability to multi-task accurately and see duties and assignments through to completion.

    • Compliance with federal and state budgetary regulations

    • Annual required training assigned by State of Missouri.

    • Perform other duties as assigned.

    Minimum Qualifications:

    • Bachelor’s Degree with emphasis in finance, accounting, or a related field.

    OR

    • Five years of successful relevant work experience in finance, accounting, grants management, and/or other relative administrative duties and possession of a high school diploma or equivalency.
