    This position reports directly to the Director of the Division of Adult Institutions.

    Work closely with the Department’s Office of Personnel and Staff Training and Development Section as a liaison to the institutional personnel and training offices.

    Indirectly supervise the institutional personnel and training offices, serving as a mentor and resource for those team members.

    Work to create consistent practices among institutional personnel and training offices and look for opportunities for greater efficiencies and shared best practices within those offices.

    Organize and lead informational meetings for institutional personnel and training team members to promote comradery, information sharing and an arena for problem solving.

    Provide divisional administrative managers and supervisors with advice and technical information on employee matters; and resolve complex problems in the areas of employee relations.

    Explain and apply federal and state civil rights laws and regulations and departmental and divisional policies and procedures in the conduct of divisional personnel matters.

    Work closely with agency legal counsel on employee issues, and in preparation of responses to interrogatories or other litigation actions.

    Identify needs and make necessary updates to information such as the divisional hiring process, job descriptions, qualifications, and essential functions of positions.

    Directly supervise team members as assigned by the Division Director.

    Analyze information and review documentation relating to employee disciplinary issues.

    Review and provide decisions on behalf of the Division Director on employee requests for accommodations under the Americans with Disabilities Act and Amendments Act. Facilitate referrals to the Workplace Possibilities Program if necessary and manage equipment needs/inventories, etc.

    Review and provide decisions on behalf of the Division Director on employee requests for retaining compensatory time, request for training, and voluntary demotions.

    Review department proposals, divisional memorandums of understanding and division meeting minutes and summarize for the Division Director.

    Recommend and participate in policy development; and work on project teams representing divisional interests and processes.

    Participate in labor-management negotiations; and advise management on labor relations.

    Performs other related work as assigned.

    Minimum Qualifications:

    Management experience and five (5) years of responsible, professional or technical administrative experience in a related field preferred.

    Preferred Qualifications/Skills:

    Administrative experience in the field of human resource management, personnel administration or training and staff development. The candidate shall be knowledgeable regarding recruitment and selection processes, training and staff development, succession planning, employee relations, and employee discipline. It is preferred that the candidate have a baseline understanding of the general principles and practices of wage and salary administration.

    Exercise initiative and independence by identifying areas of improvement to enhance the established objectives and contribute to the overall goals and mission of the department of improving lives for a safer community.

    Some positions are eligible for a shift differential of $173.34 semi-monthly, which is provided to employees with shifts that begin on or between 12:00pm (noon) and 5:00am, and who work at a 24/7 worksite (i.e. institution, transition center, supervision center, or command center), or whose work requires regular visits to these locations. If selected for interview, eligibility may be discussed at that time with the hiring manager.

    The Department of Corrections is the only State agency that currently offers a guaranteed 1% pay increase for every two years of service up to 20 years.
